Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) concerned discipline conducted the ICAR, UGC or the or similar test accredited like or have awarded Ph.D. Degree accordance the University Grants Commission (Minimum Standards Procedure Award of M.Phil/Ph.D. Degree) Regulations,2009 2016 amendments from time time as the case may be exempted NET/SLET/SET.

Provided, the candidates registered for the Ph.D. programme prior to July 11, 2009, governed then existing Ordinances/Bye laws/Regulations of Institution awarding the degree and such Ph.D. candidates shall exempted requirement of NET/SLET/SET for recruitment and appointment Assistant Professor or equivalent positions in Universities/Colleges/ Institutions subject to fulfilment of following conditions:

a) The degree of candidate has been awarded in regular mode;

b) The thesis been evaluated by least two external examiners;

c) An Ph.D. viva voce of candidate has been conducted;

d) Candidate has published two research papers from his/her Ph.D. work, out which at least one is in refereed journal;

e) candidate has presented least two papers based on his/her Ph.D work in conferences/seminars sponsored/funded supported by the ICAR UGCICSSR/CSIR or similar agency.

The fulfilment these conditions is to certified the Registrar or the Dean (Academic Affairs) of University concerned.

Note: NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for which NET/SLET/SET is not conducted by the ICAR, UGC, CSIR or similar test accredited by the UGC, like SLET/SET

3. A minimum score as stipulated in the Academic Performance Indicator (API based Performance Based Appraisal System (PBAS), set out in the Score Card by the University.

4. The candidate should have one publication in NAAS (National Academy of Agricultural Sciences, New Delhi) rated referred Journal.

OR

(B) The Ph.D degree has been obtained from a foreign university/institution with a ranking among top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai).

Essential Qualifications for posts of Assistant Director Research/Assistant Director Extension: (Academic Level 10)

1. A Recognized basic veterinary qualification unless otherwise required and prescribed with consistently good academic record and included in the first and second schedule in Indian Veterinary Council Act; 1984 & must be registered with a State Veterinary Council/ Veterinary Council of India, with at least 55% marks or its equivalent grade in the point scale at the Master’s Degree in relevant discipline.

2. Besides fulfilling the above qualifications NET in the relevant discipline shall remain compulsory along with one publication in NAAS rated refereed journal, the candidate must have cleared the National Eligibility Test (NET) conducted by the ASRB, UGC, CSIR or similar test accredited by the UGC like SLET/SET.

Notwithstanding anything contained sub-clauses (i) and (ii) this Clause UGC amended qualifications, candidates, are, been awarded Degree in accordance with University Grants Commission (Minimum Standards Procedure Award Ph.D. Degree) Regulations, shall exempted from requirement minimum eligibility condition of NET/SLET/SET recruitment and appointment of Assistant Professor or positions University/Colleges/Institutions.

Provided, of degrees to candidates registered the M.Phil/Ph.D. programme July 11, 2009, shall governed the provisions of the then existing Ordinances/By Laws/Regulations Institution awarding the degrees and the requirement of minimum
Assistant Professor or equivalent positions in Universities/Colleges/Institutions subject to the fulfilment of the following conditions:

(a) Ph.D. degree of the candidate awarded in regular mode only; (b) Evaluation of the Ph.D. thesis by at least two external examiners;

(c) Candidate had published two research papers out of which at least one in refereed journal from out of his/her Ph.D. work;

(d) The candidate had presented two papers in seminars/conferences from out of his/her Ph.D. work;

(e) Open Ph.D. viva-voce of the candidate had been conducted.

(a) to (e), as above, are to be certified by the Vice-Chancellor/pro-Vice Chancellor/Dean (Academic Affairs)/Dean (University Instructions)”.

Essential Qualifications for posts of Assistant Librarian: (Academic Level 10)

1. Master’s Degree in Library Science, Information Science or Documentation Science or an equivalent professional degree, with at least 55% marks (or an equivalent grade a point-scale, wherever the grading system is followed)

2. A consistently good academic record, with knowledge of computerization a library.

3. Besides fulfilling the above qualifications, the candidate must have cleared the National Test (NET) conducted by the UGC, CSIR or similar test accredited by UGC or are or have been awarded Ph.D. Degree accordance with the University Grants Commission (Minimum Standards and Procedure for Award M.Phil/Ph.D. Regulations, 2009 2016 and their amendments time to case may be:

GENERAL TERMS AND CONDITIONS

1. The initial appointments on the post of Assistant Professor, Assistant Librarian, Assistant Director Research and Assistant Director Extension would be made as Probationer Trainee a period two years and the person would be governed by Goverment Rajasthan Notification No.F.1 (2)FD/Rules/2006 dated 13.03.2006 & F.12(6) FD/(Rules)/05 dated 13.03.2006; F.14(1) FD/(Rules)/2013 dated 08.06.2015 No. F.03(22) Agri-3/2018 dated 25.07.2019. Fixed remuneration will be paid to Trainees during period of Probation as per prevailing rules of Government of Rajasthan.

2. candidate who already in regular service in the Central Government/State Governments/PSU/Universities/Board/Local Authority/Institutions if selected on any or if selected any other post the same University, may be given the option get fixed remuneration the new post pay the University/Board/Local Authority/Institution, whichever beneficial, during the period of probation, provided the pay paid him/her shall not be more than the pay that he/she would entitled draw the day joining the new post had he/she joined the new post the date that he/she joined the old post. After successful completion of probation period his/her pay may fixed per rules treating him/her an existing employee.

3. The award score for “Research Publications” shall be judged as per NAAS (National Academy Agricultural Sciences, New Delhi) Score of Scientific Journals 2022 (effective from January-1, 2022),

4. A relaxation 5% marks shall provided (from 55% to 50% the Master’s level SC/ST/OBC and other category candidates per prevailing rules of Government Rajasthan.

5. Reservation shall provided SC/ST/OBC and other reserve category’s candidates per Government Rajasthan reservation policy and Rajasthan Universities Teachers and Officers (Selection for appointment) Act, 1974 (Act No 18 of 1984) only the bonafide domiciles Rajasthan State as per Government of Rajasthan directives. The candidates who belong to OBC category must submit their caste certificate issued recently (Not before six months from the date of interview) for the propose of non-creamy layer.

6. Reservation and other relaxation for Person with Disability (PwD) candidates are as per State Government Rules.

7. The horizontal reservation to Divyangjan (Specially Abled)/Person with Disability (PWD) candidates shall be provided as per government of Rajasthan rules as amended from time to time that means the candidate shall be included/adjusted in the same category to which he/she belongs.

8. In case of unavailability of eligible and suitable candidate of Rajasthan from BC/MBC/EWS category, these posts shall be filled as per Government of Rajasthan rules.

9. The reservation to female candidates including widows and divorcee shall be provided as per reservation policy of Government of Rajasthan, to the bonafide residents of Rajasthan vide Government of Rajasthan order no. 3 (49) Krishi/Groups 3/2016 dated 17-03-2017.

10. In case of unavailability of eligible and suitable divorcee or widow candidate, these posts shall be filled through interchange among divorcee/widow of the same category. If eligible and suitable divorce/widow candidates are also not available, these posts shall be filled through other women candidates of the same category. Further, in case of unavailability of eligible and suitable women candidate, these posts shall be filled through Male candidate of the same category for which it is reserved.

11. Widow candidate will have to furnish a certificate of death of her husband form the competent authority, and in case of divorcee, she will have to furnish the proof of divorce decree of competent court along with application form.

12. The New contributory pension scheme to the employees appointed on or after 01.01.2004 and all other rules as amended by the Government of Rajasthan in this behalf from time to time (F.13 (1) Finance/Rules/2003 dated 06.05.2004) shall be applicable. Any candidate who is appointed through this advertisement will be governed by “New Pension Scheme” (NPS).

13. In case of any inadvertent mistake in the process of selection which may be detected at any stage even after issue of the appointment letter, the University reserves the right to modify/withdraw/cancel any communication made to the candidates

14. Those already employed should get the hard copy of their online filled application forms forwarded from their present employers or submit the application forms through proper channel or bring NOC at the time of interview, if invited.

15. Those already employed in State Government/ Central Government/University/ Board/ Local Authorities etc., should submit their “Last Pay Certificate” from their employer for protection of their pay, if so required.

16. No candidate shall be eligible for appointment who has more than two children on or after 1.6.2002 as per Government of Rajasthan rules as amended from time to time.

i. Provided that the candidates having more than two children shall not be disqualified for appointment so long as the number of children he/she has on 1 June, 2002, does not increase.

ii. Provided further that where a candidate has only one child from earlier delivery but more than one child is born out of single subsequent delivery, the children so born shall be deemed to be one entity while counting the total number of children.
