Invitation of applications for Consultant in Institute for Plasma Research (IPR), Gandhinagar

(Only employees retired on superannuation from Department/ Units/Aided/Autonomous Institutions of Central Government are eligible to apply.)
आईपीआर, गांधीनगर में सलाहकार के रूप में लवलभन्न वैज्ञालनक और तकनीकी कायि (अनुलग्नक- I में बताए गए कायि के अनुसार) के ललए आवेदन आमंलित ककए जाते हैं। / Applications are invited for performing various Scientific and Technical work (as per attached Scope of Work in Annexure-I) as Consultant in IPR, Gandhinagar.
सेवालनवृत्त कमिचारी जो आईपीआर, गांधीनगर में काम करने के इच्छु क हैं, वे पासपोर्ि आकार की तस्वीर और पेंशन भुगतान आदेश (पीपीओ) की एक प्रलत के साथ लनधािररत प्रारूप (अनुलग्नक- II) में अपना आवेदन जमा कर सकते हैं।
/ Retired employees who are willing to work in IPR, Gandhinagar can submit their applications in the prescribed format (Annexure-II) along with the passport size photograph duly affixed and a copy of the Pension Payment Order (PPO).
प्राप्त आवेदनों की जांच सक्षम प्रालधकारी द्वारा की जाएगी और चयलनत उम्मीदवार को कायिभार ग्रहण करने की तारीख और कायिकाल की अवलध के बारे में सूलचत ककया जाएगा। / The applications received will be scrutinized by the Competent Authority and the selected candidate will be communicated the date of commencement of work and the period of tenure.
अनुबंध की अवलध प्रारंभ में एक वषि के ललए होगी और इसे आगे एक वषि के ललए या 64 वषि की आयु प्राप्त करने की तारीख तक, जो भी पहले हो, बढाया जा सकता है। The period of engagement shall be initially for one year and further extendable for one more year or up to the date of attaining the age of 64 years, whichever is earlier.
लनम्न आवेदकों को प्राथलमकता दी जायेगी / Preference will be given to
- लजनके पास परमाणु ऊजाि लवभाग (पऊलव) की इकाइयों/सहायता प्राप्त/स्वायत्त संस्थान का अनुभव है और वे पऊलव के कायों/प्रकियाओं से पररलचत हैं। Those who are having experience with Units/Aided/Autonomous Institution of Department of Atomic Energy (DAE) and familiar with DAE procedures.
- लजनके पास प्लाज़्मा और फ्युज़न लवज्ञान और प्रौद्योलगकी से संबंलधत ककसी भी क्षेि में ज्ञान और अनुभव है। / Those having knowledge & experience in any area relevant to Plasma and Fusion Science & Technology.
- पुनर्नियुलि पूरी तरह से अस्थायी और अनुबंध के आधार पर होगी। पुनर्नियुलि ककसी भी समय आईपीआर द्वारा लबना कोई कारण बताए समाप्त की जा सकती है। / The re-engagement shall be purely temporary and on contract basis. Re-engagement can be terminated at any time by IPR and without assigning any reason.
पािता / Eligibility: IPR Recruitment 2023 Consultant Posts
आवेदक कें ✐ सरकार के लवभाग/इकाइयों/सहायता प्राप्त/स्वायत्त संस्थानों से अलधवर्षिता पर सेवालनवृत्त होना चालहए।
/ Applicant should have retired from the Department/Units/Aided/Autonomous Institutions of Central Government on superannuation.
आवेदकों को 7वें वेतन आयोग के अनुसार लेवल-13A या उससे ऊपर के वररष्ठ कमिचारी (वैज्ञालनक/तकनीकी अलधकारी या वैज्ञालनक/इंजीलनयर आकद) के रूप में सेवालनवृत्त होना चालहए। / Applicants should have retired as senior employee (Scientific/Technical Officer or Scientist/Engineer etc.) at Level-13A or above, as per 7th CPC.
आवेदक के पास सरकारी लनयमों और लवलनयमों का अपेलक्षत अनुभव और ज्ञान होना चालहए। / Applicant should have requisite experience and knowledge of government rules and regulations.
- आवेदक को शारीररक रूप से स्वस्थ होना चालहए और उसे कायिभार ग्रहण करते समय मेलिकल किर्नेस प्रमाणपि जमा करना होगा। / Applicant should be medically fit and required to submit Medical Fitness Certificate at the time of the engagement.आवेदन की अंलतम लतलथ 22/12/2023 को आवेदक की आयु 63 वषि से अलधक नहीं होनी चालहए। The applicant should not be more than 63 years as on closing date of application 22/12/2023.
- कोई भी सेवालनवृत्त सरकारी कमिचारी सलाहकार के रूप में लनयुलि के ललए पाि नहीं होगा जब तक कक उसकी सेवालनवृलत्त और सलाहकार के रूप में पुनः लनयुलि के बीच एक महीने का अंतर न हो। / No retired Government Servant shall be eligible for appointment as Consultant unless there is a gap of one month between his/her retirement and re-engagement as Consultant.
- आवेदक लजनके लखलाि लवभागीय कायिवाही या आपरालधक मामले लवचाराधीन/लंलबत हैं या लजन्हें लपछले 10 वषों की अवलध के दौरान कदाचार के ललए दंलित ककया गया है, वे इस पद के ललए पाि नहीं होंगे। / Applicant against whom departmental proceedings or criminal cases are contemplated/pending or who have been penalized for misconduct during the period of preceding 10 years will not be eligible for consideration.
पािताएँ / Entitlements: IPR Recruitment 2023 Consultant Posts
पुनर्नियुलि पर अलधकारी अंलतम आहररत वेतन के 50% के बराबर पाररश्रलमक पाने का हकदार है, अथाित वेतन घर्ाकर पेंशन। / The official on re-engagement is entitled to draw remuneration equal to 50% of the last pay drawn i.e. Pay minus Pension.
इस प्रकार लनधािररत रालश अनुबंध की अवलध के ललए अपररवर्तित रहेगी। अनुबंध अवलध के दौरान कोई वार्षिक वेतन वृलि/प्रलतशत वृलि नहीं होगी। / The amount so fixed shall remain unchanged for the term of contract. There will be no annual increment / percentage increase during the contract period.
पुनः लनयुि अलधकाररयों के ललए आनुपालतक आधार पर एक कै लेंिर वषि में 12 कदनों की छु ट्टी स्वीकायि है। उसे ककसी भी प्रकार की कोई अन्य छु ट्टी स्वीकायि नहीं होगी और स्वीकायि छु ट्टी से अलधक अनुपलस्थलत को “नो वकि नो पे” (काम नहीं तो वेतन नहीं) माना जाएगा। अप्रयुि छु रट्टयों का नकदीकरण स्वीकायि नहीं है। / 12 days of leave in a calendar year on pro rata basis is admissible for re-engaged officials. No other leave of any kind shall be admissible to him/her and absence beyond admissible leave will be treated as “No Work No Pay”. Encashment of unutilized leaves is not admissible.
यकद काम के लसललसले में अहमदाबाद/गांधीनगर से बाहर यािा करने की आवश्यकता हो, तो लजस ग्रेि में अलधकारी सेवालनवृत्त हुआ है, उसी ग्रेि में काम करने वाले लनयलमत कमिचाररयों के ललए स्वीकायि यािा भत्ता और दैलनक भत्ता स्वीकायि होगा। / If required to travel outside Ahmedabad/Gandhinagar in connection with the work, Traveling allowance and Daily allowance admissible to regular employees working in the same grade from which the official has retired, will be admissible.
पुनः लनयुि अलधकारी ककसी अन्य भत्ते (मकान ककराया भत्ता, सीसीए, िीए, पररवहन भत्ता आकद) के ललए पाि नहीं होंगे। / Re-engaged officer shall not be entitled for any other allowances (HRA, CCA, DA, transport allowance etc.).पुनः लनयुि अलधकारी पुनर्नियुलि की अवलध के ललए जीपीएि, ग्रेच्युर्ी आकद में योगदान करने के हकदार नहीं होंगे। / Re-engaged officials will not be entitled to contribute towards GPF, Gratuity etc. for the period of re-engagement.कायािलय आने-जाने के ललए कोई पररवहन सुलवधा उपलब्ध नहीं कराई जाएगी। / No transport facility will be provided for commuting to office.
संस्थान द्वारा कोई लचककत्सा सुलवधा प्रदान नहीं की जाएगी। / No medical facility will be provided by the Institute.
कायि का स्थल प्लाज़्मा अनुसंधान संस्थान, गांधीनगर होगा। The place of work will be IPR, Gandhinagar.
सलाहकार को सभी कायि कदवसों पर सामान्य कामकाजी घंर्ों के दौरान प्रलत कदन 08 घंर्े 30 लमनर् तक ड्यूर्ी करनी होगी। । The Consultants need to perform the duties for 08 hrs. 30 minutes per day on all working days during normal working hours.
लवशेष पररलस्थलतयों में, सलाहकार को छु रट्टयों पर या सामान्य कामकाजी घंर्ों के अलतररक्त सेवा प्रदान करने के ललए बुलाया जा सकता है, लजसके ललए कोई अन्य लाभ/छु ट्टी नहीं दी जाएगी। Under special circumstances, the Consultant could be called for services on holidays or beyond normal working hours for which no other benefits/ leave will be granted.
संस्थान के पास लबना कोई कारण बताए ककसी भी आवेदन को अस्वीकार करने का अलधकार है। IPR has right to reject any application without assigning any reason.
संस्थान के पास ककसी भी समय उसके द्वारा प्रदान की गई परामशि सेवाओं की जांच / समीक्षा एवं समाप्त करने का अलधकार होगा। IPR shall have the right to examine / review / terminate the consultancy services provided by him / her at any time.
सलाहकार अपने दालयत्वों को उलचत पररश्रम, दक्षता और लमतव्ययता से लनभाएगा। The consultant shall perform his / her obligations with due diligence, efficiency and economy.
सलाहकार के रूप में आईपीआर द्वारा उसे पाररश्रलमक के अलावा कोई अन्य सुलवधा प्रदान नहीं की जाएगी। No other facility whatsoever except remuneration shall be provided to him/ her by IPR in his/ her capacity as Consultant.
सलाहकार के कायि के लनष्पादन के दौरान यािा सलहत होने वाली ककसी भी हालन, दुघिर्ना, क्षलत/चोर् के ललए आईपीआर लजम्मेदार नहीं होगा। IPR shall not be responsible for any loss, accident, damages / injury suffered by him / her whatsoever arising in or out of the execution of his / her work, including travel.
सलाहकार, संस्थान के कमिचाररयों पर लागू अनुबंध समझौते, गैर-प्रकर्ीकरण समझौते, सामान्य आचरण लनयम, सूचना सुरक्षा अलधलनयम और अन्य प्रलतबंधों का पालन करेगा। Consultant shall abide with Contract Agreement, Non-Disclosure Agreement, General Conduct Rules, Information Security Act and other restrictions as applicable to Institute employees.
परामशि की अवधी के दौरान, वह ककसी भी लनजी व्यवसाय या व्यावसालयक गलतलवलध में शालमल नहीं होगा जो संस्थान के लहत के लवरुि हो। During the terms of consultancy, he / she shall not be engaged in any private business or professional activity which could conflict with the interest of the Institute.

आईपीआर कई पररयोजनाओं को वियान्वित कर रहा है, इन पररयोजनाओं के समयबद्ध तरीके से प्रभािी
वनष्पादन और समिय के वलए, डीन अनुसंधान एिं विकास का सहयोग करने हेतु एक सलाहकार से वनम्नवलन्वित गवतविवधयां अपेवित है। IPR is executing many Projects, for the effective execution and coordination of these projects in a timely manner, a Consultant is required to perform the following activities to support Dean R&D.
चल रही स्वीकृ त पररयोजनाओं की भौवतक और वित्तीय प्रगवत की आिवधक समीिा और विस्तृत पररयोजना ररपोर्ट (डीपीआर) में अनुमावनत मील के पत्थर/सुपुदटवगयों और समय-सारणी के साथ तुलना। Periodic Review of physical & financial progress of the on-going sanctioned projects and comparison with milestones/deliverables and time schedule projected in the Detail Project Report (DPR).
विकवसत सुविधाओं और चल रही स्वीकृ त पररयोजनाओं की उपलन्वियों की पहचान करना। (Identifying facilities developed and achievements of the ongoing sanctioned projects.)
पररयोजना समियकों के परामर्ट से वनयोवजत पररयोजनाओं की भौवतक प्रगवत की गणना के वलए र्ेम्पलेर् और/या पद्धवतयों पर काम करना। Working out templates and/or methods for calculation of physical progress of planned projects, in consultation with Project Coordinators.
विवभन्न डीपीआर दस्तािेजों की तैयारी। Preparation of various DPR documents
योजना के अनुसार पररयोजनाओं के वियाियन के दौरान उत्पन्न होने िाली बाधाओं का समाधान करना। Resolving bottlenecks arising during execution of plan projects.
पऊवि को प्रस्तुत की जाने िाली विवभन्न ररपोर्ट तैयार करना। Preparation of various reports to be submitted to DAE.
मानि संसाधन गवतविवधयों को सुव्यिन्वस्थत करना और आईपीआर कमटचाररयों के वलए मास्टर डेर्ा बेस का वनमाटण Streamlining of HR activities and creation of Master data base for IPR staff
