  • The eligibility shall be ascertained strictly on the basis of Academic/Research Score obtained as per the provisions contained under UGC Regulations, 2018 subject to fulfilling all the essential eligibility criteria as mentioned   for   Direct   Recruitment   for   the   post   of   Professor, Associate Professor and Assistant Professor. However, as per UGC Amendment Regulations, 2021, the Ph.D. Degree shall not be mandatory qualification for direct recruitment to the post of Assistant Professor in Departments of the Universities.
  • The Posts advertised against ‘Lien Vacancy’ are up to lien being maintained by the incumbent and in case the lien is extended for a specified period, currency of the vacancy shall also be extended till such time. However, in the event of repatriation of the incumbent maintaining the lien, the appointment made against the lien vacancy shall stand terminated forthwith.
  • Last Date of receipt of applications: 07.07.2023
  • Application Processing Fee: Rs.500/- for UR & EWS and Rs.400/- for OBC category. The SC/ST/PWD/Female candidates are exempted from paying the application processing fee. The application processing fee once paid shall not be refunded at any stage.
  • University reserves the right to consider and invite exceptionally suitable candidates in absentia.

GENERAL INSTRUCTIONS

  1. Although applications are invited by “online” mode through ‘CU Chayan Portal’, yet the candidates are to submit self-attested printout of the accepted online application form alongwith self-attested copies of all the documents claiming education qualification, Teaching Experience, API, etc. to the university through Registered Post in an envelope superscribed as “Application for the post of………………………………………………………………………………………. ”. This Registered

post should reach within 10 days of last date fixed for receipt of application through online mode on CU Chayan Portal.

2. The essential qualification for the post of Professor, Central for Deen Dayal Upadhyay Studies is attached at ‘Annexue-1’.

3. The essential qualification for the post of Assistant Professor, Central for Ambedkar Studies is attached at ‘Annexue-2’.

4. The essential qualification for the post of Assistant Professor, Central for Kashmir Studies is attached at ‘Annexue-3’.

5. Any changes/amendments/updation/notice in this regard shall be posted on University website only. Candidates are advised to check the University Website regularly. The university will not be responsible for invalid/wrong email address and Mobile No., etc. mentioned by the candidates in their online application form. Therefore, it is the responsibility of the candidate to mention correct contact details and regularly check their email, SMS.

6. Mere eligibility will not entitle any candidate to be called for interview. The eligibility shall be ascertained strictly on the basis of Academic/Research Score obtained as per Appendix II Table: 2 of UGC Regulations, 2018 subject to fulfilling all the essential eligibility criteria as mentioned for Direct Recruitment on the post of Professor, Associate Professor and Assistant Professor in the UGC Regulations, 2018.

7. The relevance of Concerned/Allied Disciplines/Specialization has been decided by the university and the list of Concerned/Allied/Relevant disciplines/subjects is attached at ‘Annexue-4’.

8. Only matriculation/SSC certificate/passing certificate issued by the concerned educational board will be considered as proof of date of birth. No other document will be accepted for verification of date of birth.

9. Candidates belonging to SC/ST/OBC/EWS/PwD category should submit prescribed certificate as per the proforma of Govt. of India.

10. Candidates belonging to OBC category, but coming in creamy layer will not be entitled to the benefits of reservation of OBC and shall be considered as Unreserved (UR) Category candidate.

11. The candidates applying for the post(s) reserved for OBC/EWS category must upload the OBC (Non Crème Layer)/EWS Certificate issued by the Competent Authority not older than 06 Months from the last date of receipt of application. The non-compliance shall entail the rejection of candidature.

12. Candidates must ensure before applying that they are eligible according to the criteria stipulated in the advertisement. If the candidate is found ineligible at any stage of recruitment process, he/she will be disqualified and their candidature will be cancelled without any notice. Hiding/suppression of information or furnishing false information will lead to cancellation of candidature at any stage of recruitment.

13. In case of any dispute, any suite or legal proceeding against the University, the territorial jurisdiction shall be Himachal Pradesh High Court at Shimla.

14. The University reserves the right to Revise/Reschedule/Cancel/Suspend/withdraw the recruitment process without assigning any reason. The decision of the University shall be final and no appeal in this regard shall be entertained. The application processing fee once paid shall not be refunded at any stage.

15. The candidate must upload legible copy(ies) of all the relevant documents which they have claimed in their online application form. The original certificates would be required at the time of interview only. Only the applications submitted through ‘Online Mode’ on CU Chayan Portal with uploading of all necessary documents will be considered with the condition that the hardcopy of application form & all documents is also sent through Speed/Registered post. Application submitted only through Registered/Speed Post (Without online submission) shall be straightway rejected.

16. Candidates desirous of applying for more than one post should apply separately for each post alongwith requisite application processing fee.

17. The in-service candidate(s) of Govt./Private Universities/Colleges/Autonomous bodies must upload NOC from their employer at the time of applying for the post(s) with a clear specification/mention that no vigilance case is pending/being contemplated against him/her.

18. The decision of the Vice-Chancellor, Central University of Himachal Pradesh in all matters relating to eligibility, acceptance or rejection of applications, mode of selection and conduct of interview will be final and binding on the candidates and no enquiry or correspondence will be entertained in this connection from any individual or his/ her agency.

19. Where an applicant requests, for good and sufficient reasons, to be considered in absentia, the Selection Committee on the recommendation of Screening Committee and only after the prior approval of the Vice- Chancellor in this regard, may consider his/her candidature.

20. Incomplete applications shall be summarily rejected without any notice.

21. Canvassing in any form will be treated as a disqualification for the post.

22. Candidates must be in sound health. They must, if selected be prepared to undergo such medical examination and satisfy such medical authority as the University may require.

23. The University reserves the right to change the number and nature of posts/vacancies without assigning any reason.

24. The Candidates who have been awarded Ph.D. Degree from foreign university should enclose “Equivalence Certificate”, issued by the Association of Indian University (AIU), New Delhi, without the Equivalence Certificate their candidature will not be considered and application will be rejected. However, the persons who have acquired Ph.D. degree from Foreign University through nomination by the Ministry of Education, Government of India (earlier known as Ministry of Human Resource Development) foreign scholarship programme will be exempted from the Equivalence Certificate.

25. The teaching experience will be considered only after the date of fulfilling the minimum educational qualification as required for the post(s). The teaching experience shall be considered in accordance with UGC Regulation 2018 and guidelines approved by the Executive Council of the university in its 58th meeting held on 15.02.2023 which are attached at ‘Annexure-5’.

26. Beside the appointment of faculty on regular basis, the advertisement also includes invitation of proposal for appointment on long term (up to 10 years as per instruction of MHRD) on deputation basis and re-employment of superannuated teacher on contract basis. Those especially eminent scholars serving or retired who fulfil the requirements of specialization of a subject may also apply. The University also reserves the right to identify such distinguished people for appointment on deputation/contract basis on terms and conditions to be decided by the University as per norms. However, such appointment on long term deputation/re-employment shall be only at the level of Professor and Associate Professor. The provisions of long term is as per MHRD letter F.No. 8-9/2008-TS.I, dated 13.10.2014.

27. THE APPOINTMENT OF CANDIDATES ON REGULAR BASIS (AGAINST REGULAR/PERMANENT VACANCIES ONLY) SHALL BE GOVERNED BY NEW PENSION SCHEME (NPS) (APPLICABLE ON ORGANIZATIONS ESTABLISHED ON OR AFTER 1.1.2004) AND AS SUCH EMPLOYEES COMING FROM PENSIONABLE ESTABLISHMENTS WOULD BE GOVERNED BY PENSION SCHEME OF THE PARENT DEPARTMENT ONLY TILL SUCH TIME THEY RETAIN LIEN WITH THE PARENT POST, AFTERWARDS THEY WILL BE COVERED UNDER NPS ONLY.

Professor: Eligibility

i) In addition to the required teaching experience (as mentioned in point no. iii given below), requisite API/research score and minimum no. of research publications as per UGC Regulations, 2018, the candidate shall possess the minimum essential educational qualification (of Assistant Professor as mentioned below) for the appointment to the post of Professor:

A Master‘s degree in a Hindi/History/Political Science/Public Administration/Education/ Economics with 55% marks (50% marks for SC/ST) or an equivalent grade in a point-scale wherever the grading system is followed and MA/PG Diploma (one year)/ Diploma (one Year) in Deen Dayal Upadhyay Studies / Deen Dayal Upadhyay Philosophy/Thoughts/ Contribution from an Indian University or an equivalent degree from an accredited foreign university.

Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) in Hindi/History/Political Science/Public Administration/ Education/Economics subject conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET.

OR

A Master‘s degree in a Hindi/History/Political Science/Public Administration/Education/ Economics subjects with 55% marks (50% marks for SC/ST) or an equivalent grade in a point-scale wherever the grading system is followed and PhD in any of Social Science/Education/ Economics/ Hindi Discipline / subject specifically on a topic related to Deen Dayal Upadhyay Studies / Deen Dayal Upadhyay Philosophy/Thoughts/ Contribution.

ii) An eminent scholar having a Ph.D. degree in Hindi/History/Political Science/Public Administration/Education/Economics subjects and published work of high quality, actively engaged in research with evidence of published work with, a minimum of 10 research publications (out of these, 8 must be on Deen Dayal Upadhyay Studies / Deen Dayal Upadhyay Philosophy/Thoughts/ Contribution) in the peer-reviewed or UGC-CARE listed journals and a total research score of 120 as per the criteria given in Appendix II, Table 2 of UGC Regulations, 2018.

iii) A minimum of ten years of teaching experience in university/college as Assistant Professor/Associate Professor/Professor in College/University/National Level Institutions with evidence of having successfully guided doctoral candidate.

Assistant Professor: Eligibility :

i) A Master‘s in a History/Political Science/ Public Administration/Education subjects degree with 55% marks ( 50% marks for SC/ST ) or an equivalent grade in a point-scale wherever the grading system is followed and MA/PG Diploma (one year)/Diploma (one Year) in Ambedkar Studies/Ambedkar Philosophy/Thoughts/Contribution from an Indian University or an accredited foreign university.

Besides fulfilling the above qualifications the candidate must have cleared the National Eligibility Test (NET) in a History/Political Science/ Public Administration/Education subjects conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET.

Or

ii) A Master‘s degree in a History/Political Science/ Public Administration/Education subjects with 55% marks ( 50% marks for SC/ST ) or an equivalent grade in a point- scale wherever the grading system is followed and PhD in History/Political Science/ Public Administration/Education discipline/subjects specifically on a topic related to Ambedkar Studies/Ambedkar Philosophy/Thoughts/Contribution.

Those Candidates who are or have been awarded a PhD Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be exempted from NET/SLET/SET :

Provided, the candidates registered for the Ph.D. programme prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances/Bye-laws/Regulations of the Institution awarding the degree and such Ph.D. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges/Institutions subject to the fulfilment of the following conditions:-

a) The Ph.D. degree of the candidate has been awarded in a regular mode;

b) The Ph.D. thesis has been evaluated by at least two external examiners;

c) An open Ph.D. viva voce of the candidate has been conducted;

d) The Candidate has published two research papers from his/her Ph.D. work, out of which at least one is in a refereed journal;

e) The candidate has presented at least two papers based on his/her Ph.D work in conferences/seminars sponsored/funded/supported by the UGC / ICSSR/ CSIR or any similar agency.

The fulfilment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned. Note: NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC, like SLET/SET.

Assistant Professor: Eligibility :

i) A Master‘s degree in a History/Political science/Public administration with 55% marks (50% marks for SC/ST ) or an equivalent grade in a point-scale wherever the grading system is followed and MA/PG Diploma (one Year) / Diploma (one Year) in Kashmir Studies/Kashmir related issues/ J&K Studies from an Indian University or an accredited foreign university.

Besides fulfilling the above qualification, the candidate must have cleared the National Eligibility Test (NET) in History/Political science/Public administration subject conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET.

OR

ii) A Master‘s degree in a History/Political science/ Public administration with 55% marks (50% marks for SC/ST ) or an equivalent grade in a point-scale wherever the grading system is followed and PhD in any of social sciences discipline / subject specifically on a topic related to Kashmir Studies/Kashmir related issues/ J&K Studies.

Those candidates who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be exempted from NET/SLET/SET :

Guidelines regarding consideration of teaching experience

  1. Educational qualification possessed by applicant at the time of applying for his/her previous appointment must be in accordance with the then prevailing UGC Regulations as required for the previous post held.
  2. No distinction shall be made on account on account of nature of management of institutions (Private/Local Body/Government) where previous service was rendered while considering the teaching/research experience.
  3. The teaching/research experience (whether regular/contractual/ad-hoc/ temporary) in the prescribed pay scale with atleast one year duration or more (without any break or gap) shall only be considered while counting total experience required for direct recruitment to the post of Associate Professor and Professor subject to fulfillment of all other conditions in accordance with the concerned/relevant/ prevailing UGC Regulations. On the other hand, such teaching/research experience (whether regular/contractual/ ad- hoc/temporary) of less than one year duration (even with gaps/breaks) on prescribed pay scale or consolidated salary shall only be considered for calculation of academic/research score for direct recruitment to the post of Assistant Professor only subject to fulfillment of minimum educational qualifications as per relevant/prevailing UGC Regulations but such experience shall not be considered for any past service benefits to such candidates later on.
  4. Teaching Experience rendered as Resource Person/Expert lecturer/Visiting Faculty/Guest Faculty of any duration (either on prescribed pay scale/consolidated salary) shall not be considered for the post of Professor and Associate Professor on direct recruitment basis.
  5. Teaching experience only as a Resource Person (either on pay scale/consolidated salary) shall only be considered for calculation of academic/ research score for direct recruitment to the post of Assistant Professor subject to fulfillment of minimum educational qualifications as per relevant/prevailing UGC Regulations but such experience shall not be considered for any past service benefits to such candidates lateron.
  6. Only the teaching experience at college/university/higher education level (as Lecturer/Reader/Assistant Professor/Associate Professor/Professor, as the case may be) shall be considered for direct recruitment to teaching position. The teaching experience in intermediate colleges at 10+2 level/classes shall not be considered as Teaching Experience for recruitment to any teaching post on direct recruitment basis.
  7. Research Experience in the capacity of scientist (under different groups) in a University/College/Accredited Research Institute in the prescribed pay scale shall be considered for Direct Recruitment to the post of Professor/Associate Professor/Assistant Professor (as the case may be) subject to the fulfillment of all other conditions in accordance with relevant UGC Regulations.
  8. Research Experience as PDF & Research Associate on Fixed emoluments shall be considered for giving academic/research score required for the appointment to the post of Assistant Professor only on Direct Recruitment basis. However, such experience shall not be considered for any past service benefits to such candidates lateron. Further, such Research Experience as PDF & Research Associate shall not be taken in to consideration for appointment to the post of Professor and Associate Professor on direct recruitment basis.
  9. The teaching experience should be in the relevant/allied discipline/department/subject (as the case may be) as per Employment Notice/Advertisement only.
  10. API Score is to be verified/calculated as per latest prevalent UGC Regulations.
  11. Copy of NOC from present employer (Only for applications forwarded through Proper Channel) is required for appearing in the interview, if the applicant has applied through proper channel which may be submitted even at the time of interview (If shortlisted for interview).
  12. The Experience Certificate/s should have a clear mention of designation/post held, nature of employment (Regular/Ad-hoc/Temporary/Contractual etc.), Pay Scale/Consolidated Salary, duration of experience and a certification to the effect that the appointment has been made through proper selection procedure as per relevant UGC Regulations.
  13. The Experience Certificate must be issued by the concerned Competent Authority in case of applicant being university teacher and Principal/Director in case of applicant being college/institution teacher.
  14. The articles/papers published in Journals as per the UGC Regulations shall be considered for calculating API Score (for Associate Professor & Professor) and academic/research score (for Assistant Professor) accordingly. The magazine/ journals etc. without ISSN Number shall not be considered for calculation of API score/Academic and Research Score.
  15. The books/edited in which the applicant have published their chapters must have ISBN number. The psychological test (containing tool/test as well as manual of test) published by the applicant must have ISBN number for giving academic/research score and API score equivalent to that of a book/edited book.
  16. The Awards granted by any Government Institute/Government Agency/Government Universities/Registered Trusts/Registered Societies/ International Universities shall only be considered for calculation of API score/Academic and Research Score.
  17. While considering teaching experience/research experience, the screening committees and/or document verification committees will verify following documents while verifying the Documents:
