About Uttar Pradesh Public Service Commission

In 1858, the British government assumed control of India’s administration, effectively taking charge of the powers previously held by the East India Company. This significant shift in governance was officially announced in November 1858, when Queen Victoria issued a proclamation in Mint Park, Allahabad. The declaration was read aloud by Lord Canning, who was the Viceroy of India at that time. It is noteworthy that Allahabad briefly served as the capital of India on that very day. During this period, Allahabad was the capital of the North-Western Provinces, and the British had already established important institutions like the High Court and Allahabad University in the city.

In the late 19th century, in 1886-87, the Public Service Commission categorized administrative services into three distinct groups: the Indian Civil Service (ICS), the Provincial Civil Service (PCS), and Subordinate Services. The latter two categories were specifically intended to be filled by Indian candidates, either through competitive examinations or nominations following rules set by the Government of India. However, as the administrative landscape grew more complex with the creation of new services, the existing system became insufficient to meet the needs.

In response to these challenges, the Government of India Act of 1919 introduced Section 96-D, which aimed to classify various services and establish recruitment methods for each. Nevertheless, this framework also proved to be inadequate. Consequently, in June 1923, a Royal Commission, led by Lord Lee, was appointed to thoroughly examine the structure of superior civil services in India. As a result, the Public Service Commission of India was established in 1926.

Subsequently, in 1929, the first Provincial Public Service Commission was set up in Madras Presidency. The Government of India Act of 1935 introduced federal principles, leading to the creation of Provincial Public Service Commissions alongside the Federal Public Service Commission.

On April 1, 1937, the Uttar Pradesh Public Service Commission was established under Section 264 of the Government of India Act, 1935. Its headquarters were situated in Allahabad. Notably, Allahabad served as the capital of the United Provinces (now Uttar Pradesh) from 1904 to 1949. The Commission was composed of a Chairman and two Members. The initial Chairman, Mr. D.L. Drake-Brockman, I.C.S., assumed office two days after the Commission’s establishment. The two Members, Rai Bahadur Man Singh and Khan Bahadur Sayyid Abu Mohammad, were appointed on April 20, 1937.

The first Secretary of the Commission, Rai Sahib Maheshanand Ghildiyal, came from the U.P. Secretariat Service. Mr. G.M. Harper (I.C.S.) succeeded Mr. Drake-Brockman on April 1, 1942. Subsequently, Khan Bahadur Mohammad Abdul Aziz became the first Indian Chairman of the Commission. Dr. Amarnath Jha, a renowned educationist and Vice-Chancellor of Banaras Hindu University (BHU) and Allahabad University, took over as Chairman upon Khan Bahadur Mohammad Abdul Aziz’s retirement on March 31, 1947.

Over the years, the Uttar Pradesh Public Service Commission has been led by numerous distinguished educationists and administrative officers who have made significant contributions to its advancement. In December 1941, the first “informal” conference of Public Service Commission Chairmen was convened in Delhi. Initially located at Queen’s Road (now Sarojini Naidu Marg) in Allahabad, the Commission’s office was shared with twelve other offices, including the U.P. Police Headquarters, the Board of Revenue, and the Director of Public Instruction (now Education).

In 1949-50, the Commission acquired a portion of its current premises, originally housing the prestigious Allahabad Club and later the Officer’s Training School. However, during the chairmanship of Mr. Babu Radha Krishna in 1962-63, the entire Commission was relocated to its present premises. Presently, in addition to the main Commission office, there is also a camp office in the state capital, Lucknow.
