    * Short Service Appointment (SSA) as Assistant Commandant is for a period of 08 years which may be extended to 10 years and further extendable up to 14 years on case to case basis.

    Explanation on certain eligibility criteria: (rephrased)

    (a) While determining the minimum percentage of marks for eligibility, only the original whole number (without rounding off) of the percentage shall be taken into account. Fractional value shall not be considered for determining eligibility. E.g. UR/OBC candidates scoring 59.9% or SC/ ST candidate scoring 54.9% in degree are not eligible.

    (b) For all other eligible candidates, rounded off of percentage is to be carried out and only whole number is to be entered in the online application form. Procedure   for carrying out rounding off of percentage (only for eligible candidates) is as follows:-

      • If the first fractional digit after decimal point is from 0 to 5, the percentage will be rounded to the original whole number. E.g. 60.1– 60.5 will rounded off as 60.

      • If the first fractional digit after decimal point is from 6 to 9, the percentage will be rounded to the next higher whole number. E.g. 60.6 – 60.9 will be rounded off as 61.

    (c) Upper age relaxation of 5 years for SC/ST and 3 years for OBC (non-creamy layer) candidates are applicable only if the posts are reserved for them.

    (d) Maximum 5% relaxation in aggregate marks in respect of SC/ST candidates is applicable only for degree marks and not applicable for 10+2 marks.

    (e) In case the candidates are awarded grades/ CGPA instead of marks, the conversion of grades/ CGPA to percentage of marks would be based on the procedure certified by the University/School from where they have obtained the degree/school board.

    (f) Candidates having Integrated Post-Graduation degree are also eligible to apply provided that they are in possession of certificate issued by the respective Institution/ University, certifying that the candidate has passed the qualifying Degree (with percentage/marks clearly mentioned) as a part of the Integrated Post Graduation Course and the candidate is eligible for award of Graduation Degree. Such candidates have to upload the certificate carrying Name, Father‟s name, Date of Birth, Registration Number/ Roll No. during the registration.

    (g) Indian Coast Guard has the discretion to fix qualifying marks in any or all the subjects of the examination and decide on number of candidates to be shortlisted for Stage-II (PSB) & Stage-III (FSB)

    (h) The date of birth and gender will not be allowed to be changed at any subsequent stage even after induction under any circumstances whatsoever and candidature/ appointment of any candidate will be cancelled at any stage whenever any wrong information is detected.

    Additional Eligibility Criteria.

    (a) Candidates withdrawn on disciplinary grounds from any other service training academy are not eligible to appear.

    (b) Candidates should not have been arrested, convicted or prosecuted on criminal charges.

    (c) Candidates who are studying in the final year/ final semester of degree course and are yet to pass the final year degree examination can also apply provided that the candidate should not have any backlog and should have secured a minimum of 60% marks (55% in respect of SC/ST candidates) up to the last semester/ year for which results have been declared at the time of submission of application. Such candidates have to produce a certificate signed by the Registrar/Controller of the concerned university regarding non declaration of final year/semester result (Format available on ICG website). They are required to submit proof of passing the degree examination (with requisite percentage in aggregate) by 30 May 24 and no request for extending this date will be entertained on the grounds of late conduct of basic qualifying University Examination, delay in declaration of results or any other ground whatsoever.

    Selection Procedure

    The selection of Assistant Commandants is based on an all India order of merit which is based on the performance of candidates in various stages (I – V) of examination (explained in detail below) and the number of vacancies available for the post. Clearing of Stage I, II, III, IV and V is compulsory for recruitment in ICG. All candidates will be compulsorily subjected to biometric, photo identification and document verification during various stages of examination. The details of various stages of examination are as follows:-

    (a) Stage-I (CGCAT). All candidates for all branches (except law candidates) shall appear in computer based online screening test known as CGCAT. The test will be conducted in designated centres located in all over India. The test comprises of 100 multiple choice questions (MCQ) carrying four marks for each correct answer and one negative mark for each incorrect answer. The duration of the test will be of two hours and medium of test paper will be English. Subject wise distribution of marks is as follows:-

    Note:-

    • All India category wise merit lists for Stage-I will be prepared on the basis of marks scored in Stage-I (CGCAT) examination. If there is a tie at the last shortlisted candidate, then all the candidates having same marks as the last candidate will be shortlisted for stage II (PSB).
    • Law candidates will appear directly in stage II (PSB) and their merit list will be prepared based on their score in stage III (FSB) only.
    • Indian Coast Guard has the discretion to fix qualifying marks in any or all subjects of the examination for shortlisting of candidates for stage-II (PSB).

    (b) Stage-II {Preliminary Selection Board (PSB)}. Based on the performance in the Stage-I, candidates will be shortlisted for appearing in Stage-II (PSB)which will be conducted for a day at Noida, Mumbai/Goa, Chennai and Kolkata centres. Candidates are to give their choice for PSB centre at the time of filling of application form. Candidates will be screened through Computerised Cognitive Battery Test (CCBT) and Picture Perception & Discussion Test (PP&DT). The CCBT will be in English only and will be of objective type. During PP&DT the candidates are expected to speak and discuss in English. However, they are free to speak in Hindi if they wish to do so. The Stage-II examination is only of qualifying nature i.e. either Pass or Fail.

    Note.

    • Candidate’s Verification. Candidates reporting for Stage-II will first undergo photo and biometric verification. The photo captured & biometric recorded during Stage-II is to be verified with the captured photo & biometric recorded during the Stage-I. If the biometric (thumb impression) of a candidate at Stage-II does not match with the biometric captured at Stage-I, the document verification team is empowered to establish the identity/ genuineness of the candidate by approved procedures by Competent Authority and recapture the Biometric of the candidate for verification in the subsequent stages. However if the document verification team is not convinced about the genuineness of the candidate after manual verification process as mentioned above, then the candidature of the candidate will be cancelled.
    • Documents Verification. The candidates who have cleared PSB will undergo document verification. The original documents brought by candidates will be verified as per the documents uploaded by the candidates during registration for Stage-

    II. In case of any discrepancy, the candidature will be cancelled and a „Rejection Slip‟ indicating the reasons for rejection will be handed over to the candidate.

    • Allotment of Centres:- As far as possible, candidates will be allotted centres of their choice. However, ICG reserves the right to allot any other centre, if situation necessitates. No request for change of centre and date will be entertained.

    (c) Stage-III: Final Selection Board (FSB).   The candidates qualifying for Stage-III will be intimated on completion of stage-II at respective centres. The schedule of Stage-III will be intimated to the candidate on personal Login IDs. FSB is conducted at the Coast Guard Selection Board (CGSB) located at Noida and spans over five days. The candidates are subjected to Psychological Test, Group Task and Interview (Personality test). The Final Selection will be conducted tentatively during Jan – Apr 2024. All documents/certificates verified during PSB are also required to be produced in originals during FSB. Board conference is held on last day and thereafter recommended candidates are sent for Stage-IV i.e. initial/special medical examination.

    (d) Stage-IV (Medical Examination). The candidates who clear Stage-III are required to undergo a special medical examination at Base Hospital, New Delhi. Candidates declared unfit in Special Medical Board (SMB) are included in the merit list, because they have the option to appeal the verdict and will report for appeal medicals at designated service hospital within 42 days of completion of SMB. If declared unfit during appeal medicals, such candidates have the option to request the Director General of Armed Forces Medical Services (DGAFMS) through Directorate of Medical Services, Coast Guard Headquarters for review of the results. If the review is approved, the designated hospital for conduct of the review will be indicated in the approval. The decision of the Review Medical Board (RMB) will be final and no further appeal will be accepted.

    (e) Stage-V (Induction). The candidates who clear Stage – IV and stand in All India Merit List as per the vacancies available will be provisionally selected for training and will be required to report at INA Ezhimala for Naval Orientation Course (NOC) as per the instructions. All India Merit List will be based on combined marks of Stage-I and Stage-III. Candidates reporting at INA Ezhimala for training will first undergo photo and biometric verification.

    Result Declaration

    The result of each stage of selection procedure from Stage-I to Stage-V can be accessed by login to the candidates account on ICG website. The result of the online examination at Stage-I will be announced tentatively within 30 days. Details of declaration of results are as follows:-

    • The stage –I marks of candidates not shortlisted for stage-II (PSB) will be declared prior commencement of stage-II (PSB).

    • The stage-II result of candidates not shortlisted for stage-III (FSB) will be declared prior commencement of stage-III (FSB).

    • The marks of candidates not clearing stage-III (FSB) will be declared on completion of all batches of FSB of respective recruitment cycle prior commencement of induction of respective batch at the Academy. No RTI queries for advance declaration of marks of candidates will be entertained during the period of selection as mentioned above.

    How to Apply.

    (a) Applications will be accepted only “ONLINE‟ from 01 Sep 2023 (1100 hrs) to 15 Sep 2023 (1700 hrs). The candidates are to login to https://joinindiancoastguard.cdac.in and follow the instructions for registering with e- mail ID/mobile number. The candidates are to ensure validity of e-mail and mobile number at least up to July 2024.

    (b) Multi options entry scheme: Candidates who fulfill eligibility criteria for both General Duty branch and Technical branches as mentioned in paragraph 2 may apply for both the branches indicating Option-I and Option-II. Procedure for preparation of merit list for candidates exercising multi options is explained on para 14. Further explanation regarding multi options entry scheme is given below:-

    (d) Online application will be further scrutinised for eligibility and may be rejected at any stage, if found ineligible in any respect.

    (e) Documents to be uploaded in the application. The candidates will be required to upload documents in two phases. Few documents are required during the initial online application stage and few are required to be uploaded after shortlisted for Stage-II. The candidates are to scan the original documents (neither photocopy nor self-attested photocopy is to be scanned) as applicable for the post applied and upload in the online application.

    (i)  Compulsory documents to be uploaded by all candidates during initial online application for Stage-I.

    (aa) Passport size recent colour photograph taken not before June 2023 (front portrait in light background without head gear except for Sikhs). The photographs is to be taken without spectacles with candidate holding a black slate in front of his chest with his name and date of photograph taken, clearly written on it with white chalk in capital letters.

    (ab) Candidate‟s scanned signature image.

    (ac) Scanned clear Left and Right Thumb impressions image.

    (ad) Date of Birth certificate: 10th class mark sheet or Birth Certificate (in English or Hindi).

    (ae) Identity proof: Aadhar Card or Voter ID or Passport or PAN Card or Driving License.

    (af) Service Certificate/NOC, if candidate is serving ICG Personnel including civilian.

    (ag) Domicile Certificate: To be uploaded only by candidates availing height relaxation in accordance with Central Govt. regulations.

    Note:- Resident Certificate is not „Domicile Certificate‟. Candidates uploading “Resident Certificate‟ in place of “Domicile Certificate‟ will be rejected.

    (iii)  Important instructions for uploading documents.

    (aa)    All documents to be uploaded are to be in .jpeg, or .jpg format only.

    (ab)    The size of Photograph, Thumb, signature image have to be between 10kb to 100 kb

    (ac)    The size of each document uploaded has to be between 50kb to 150kb

    (ad) In case of SC/ST/OBC (Non Creamy)/ EWS applicants, availing their respective quota then either current or permanent address mentioned in the online application should be same as the address mentioned in caste/category certificate {SC, ST, OBC (Non-Creamy) & EWS}.

    (ae)    Income certificate for Economically Weaker Sections (EWS) shall be as per Government of India format and no other format will be accepted. Sample of GoI format is available on ICG website.

    (af) The OBC (Non creamy layer) certificate of candidates should be as per the format for appointment for post under the Govt. of India and should bear QR/bar code for subsequent online verification. The format of the OBC (Non Creamy) certificate is available on ICG website. (No other format will be entertained). Any other format will lead to cancellation of candidature.

    (ag) All uploaded documents such as caste/category certificate {SC, ST, OBC (Non-Creamy) & EWS}, Marksheets, Education Certificates, etc have to be valid at least till the closing date of online application for Stage-I.

    (ah) All Documents uploaded must be in Hindi or English. Candidates shall upload both original and English translation of any document which is issued in any language other than English or Hindi.

    (aj) Format of non-issuance of Degree Certificate is given on ICG website.

    (f) Examination Fee. All candidates (except SC/ST candidates, who are exempted from payment of fee) are required to pay a fee of Rs.250/- (Rupees Two Hundred Fifty Only) through online mode by using net banking or by using Visa/Master/Maestro/RuPay/Credit/Debit Card/UPI. Admit card will be issued for the examination only to those candidates who have successfully paid the examination fee or who are entitled for waiver of examination fee.

    Note.

    • Exemption of Examination Fees. Candidates from SC/ST category are entitled for waiver of examination fee. Candidates are liable to be discharged/ rejected at any stage of recruitment/ training if it is found that false SC/ST certificate has been produced to claim waiver of examination fee/other concessions as applicable.
    • Unsuccessful Payment. In case a candidate has made an online payment of fee and money has been deducted from his account, but not credited to the beneficiary account, it shall be deemed as unsuccessful payment. Application will be processed only after successful payment of examination fee (except for exempted candidates). ICG is not responsible for any unsuccessful payment, candidates are advised to check with their respective banks for refund of unsuccessful payment.
    • Refund of Multiple Payments. If multiple payments are received from a candidate against single application, the excess amount paid will be refunded back to the originating account after closing of registration and re-conciliation of all payment records. However, if a candidate is found to fill multiple applications the amount with respect to applications not considered for recruitment process will not be refunded.
    • Fee once paid shall not be refunded under any circumstances nor the fee be held in reserve for any other examination or selection.

    (g) Travel Expenses.

    • Stage-I (CGCAT). SC/ST candidates, who are not employed by the Central / State Government will be reimbursed ordinary 2nd class fare by train / govt. bus / steamer charges on production of original tickets as per central government regulations by the shortest route, if the home station is beyond 30 kms from the place of examination (Stage-I). SC/ST candidates are to download the travel form from ICG website and submit the same to Indian Coast Guard.
    • Stage-II (PSB)/ Stage-III (FSB).     To & fro travel fares by AC III/                                    Chair Car or actual normal bus fare by shortest route (only from the current or permanent address mentioned in E-admit card) to the candidates appearing first time in FSB (Stage-III) will be reimbursed on production                    of   original          tickets                                                 only.          The                                                      SC/ST candidates will be reimbursed IInd class railway/bus fare for PSB and FSB irrespective of the number of appearances.
    • For reimbursement of travel expenses, all candidates have to submit 03 sets of copies of Admit card, Caste certificate and journey ticket.
    • Examination City. All candidates are to give five preferences for examination city in the application for Stage-I process. Candidates are to fill first choice within 30 kms from the present/ communication residence. If no „examination city‟ is located within 30 kms from the current address then the nearest “examination city” from current address has to be the first choice of the candidate.

    Note.

    • If candidates are not complying with the First Choice of Centre as above then their candidature can be cancelled, if found contrary during Document Verification.

    (ii)      Indian Coast Guard reserves the right to allot examination city, which may or may not be as per the choice of the candidates.

    • Two copies of computer generated online application and E-admit card form alongwith recent colour passport size photo (should not be older than three months prior to the date of opening of application).

      • Original Class XIIthpass certificate   and   mark sheet/ Diploma year wise/ semester/ trimester wise marksheet & certificate.
      • Original Degree/ Post Graduation or Provisional Degree/ Post Graduation Certificate with all semesters/ trimesters/ years mark sheets of BE/B.Tech/Graduation with CPA/CGPA conversion for percentage of marks from university.
      • Proof of identity (as mentioned in application) such as passport, driving license, Aadhaar Card, Voter I card, College ID card or any other photo identity proof.
      • Character certificate. (Should not be older than six months on the date called for PSB)
      • Twelve recent colour passport size photographs with blue background.
      • Commercial Pilot License (if applicable)
      • Domicile Certificate (if applicable)- Resident Certificate is not „Domicile Certificate‟. Candidates uploading „Resident Certificate‟ in place of „Domicile Certificate‟ will be ineligible. To be uploaded only by candidates availing height relaxation in accordance with Central Govt. regulations.
      • NCC „A‟/‟B‟/‟C‟ Certificate (if applicable).
      • Category certificate (if applicable) in original for EWS, OBC candidates (Non creamy layer only) as per Govt. of India format (format available in https://joinindiancoastguard.cdac.in) and in original for SC & ST candidates as per Govt. of India/ State Govt

    (c)         Important instructions for documents to be carried.

    • Failure to submit above documents during Stage-II/III will lead to cancellation of candidature.
      • All photocopies are to be self-attested by signature. The photocopies should also have the details of name and the roll number of the candidate.
      • All the original documents will be returned to the candidates after verification during stage II/III. Candidates are advised to collect all the original documents from ICG staff post verification.

    (d)         Stage-IV (Medical Examination).

    • Printout of E-admit card of Stage-III.
      • Original Photo ID card as mentioned in application.

    Note. Failure to submit above documents during Stage-IV will lead to cancellation of candidature.

    • Stage-V (Induction).     The selected candidates are required to report at Indian Naval Academy (INA), Ezhimala with following documents (in original):-
    • 10th Class mark-sheet and certificate.
      • 12th Class mark-sheet and certificate.
      • Graduation/Post Graduation – Year/Semester/ Trimester wise mark sheet/certificate.
      • Degree certificate/ Post Graduation certificate/ provisional certificate.
      • Category certificate (EWS/OBC (Non-Creamy)/SC/ST) (as applicable).
      • Character certificate.
      • Commercial Pilot License (if applicable).
      • NOC (if applicable).
      • Letter of acknowledgment.
      • Own risk certificate to be signed by the candidate.
      • Declaration to be signed by male/women candidate.
      • Agreement to be signed by candidate.
      • Bond to be signed by parents/guardian and the candidates.
      • Form of certificate signed by parent/guardian.
      • Certificate by the candidate regarding marital status.
      • Detailed verification / attestation form.
      • Identity certificate.

    Note. Failure to submit above documents during Stage-V will lead to cancellation of candidature.

    1. Medical Standards. All candidates recommended by Final Selection Board will undergo Medical examination at „Base Hospital Delhi Cantt.‟ as per medical standard prescribed in current regulations applicable to Assistant Commandant entry. The prescribed/current medical standards are as follows:-

    (a) Height.

    • Asst Commandant (GD) and Tech. 157 cms minimum. Reduction in height for candidates from hilly areas and tribal areas will be in accordance with the Central Govt. regulations.
    • Weight.       Proportionate to the Height and Age, + 10 % acceptable.
    • Chest.          Well proportionate, minimum expansion 5 cms.

    (d) Eye Sight.

    (i)       Asst Commandant6/66/9 – Uncorrected without Glass.
    (GD)6/66/6 – Corrected with Glass.
      (ii)      Asst Commandant (Tech)  6/36  6/36 – Uncorrected without Glass.
     6/66/6 – Corrected with Glass.
    • Tattoo.     Permanent body tattoos are not permitted on any part of the body. However, certain concessions are permitted to candidates belonging to tribal areas/communities as declared by the Govt. of India. For other candidates permanent body tattoos are only permitted on inner face of forearms i.e. from inside of elbow to the wrist and on the reverse side of palm/back (dorsal) side of hand. Details in this regard are available on the Indian Coast Guard Recruitment Website https://joinindiancoastguard.cdac.in.
    Note.
    • The above mentioned requirements are broad medical guidelines/standards only. However, in addition to above, the complete medical will be carried out by the laid down medical standard/procedure.
      • Candidates are advised to get their ears cleaned for wax and tartar removed from teeth prior to medical examination.
      • The candidates claiming height relaxation are to submit domicile certificate to the medical officer. Failure to submit the domicile certificate will lead to non-waiver of height relaxation.
    • Candidates with above Medical standards are only to appear for the selection. No waiver will be given for the above standards. The Coast Guard Order on respective medical standard of Assistant Commandant Entry will be the final authority.
      • RMB is the final authority with respect to the candidate‟s medicals. Candidates completing SMB/AMB/RMB beyond the date of induction at INA will not be eligible for induction in the instant batch or forthcoming batch. Such candidates, will have to apply afresh for the subsequent batch and go through the complete recruitment cycle, subject to fulfilling the eligibility criteria.
    1. Validity of Selection. The candidate’s selection pertaining to a particular batch is valid for that batch only. Qualified candidates whose names do not appear in the final merit list will have no rights for automatic selection for the next batch. Such candidates will have to undergo the selection procedure including SMB (Special medical Board) afresh provided that they meet the eligibility criteria for the fresh batch.
    1. Merit List. Recommendation in FSB does not confirm final selection. A merit list will be prepared for the medically fit candidates on the basis of marks obtained by the candidates at Stage-I (Screening test) and Stage-III(FSB) depending upon the availability of vacancies. The number of vacancies may vary from branch to branch and will be decided at a later date depending on the number of training vacancies available at training establishments. The list of candidates selected on the basis of merit list will be uploaded on Coast Guard recruitment website during the month of May 2024. The joining letters will be issued accordingly. The training at INA, Ezhimala is scheduled to commence in Mid Jun 2024.
    Note:-
    • In respect of candidates exercising multi options for General Duty and Technical branches, recommended candidates will be first placed in the merit list of the branch which they have chosen as Option-I. If such candidates are not selected due to exhaustion of vacancy in that branch, they shall be considered in the merit list of the other branch, which they have chosen as Option-II. However, selection of Option-II candidates will be subject to availability of vacancy after selection of all recommended Option-I candidates in that branch. Option-I candidates will be given priority over Option-II candidates while preparing merit list for the respective branches.
    • ICG reserves the right to allocate branches as per suitability of candidates and availability of vacancies irrespective of the choices/options applied for by the candidates. No representation in this regard will be entertained.
    • Training. The candidates selected for training will be required to report at INA Ezhimala to undergo Naval Orientation Course for 22 weeks followed by ab-initio training at various training establishments/ units/ ships of Indian Navy and Indian Coast Guard. Under trainee Assistant Commandants are liable to be discharged as UNSUITABLE if their progress (including academic) or conduct is unsatisfactory at any time during training. Trainees are also liable to be discharged at any stage of training if their online application or the documents are found to be falsified at the stage of recruitment process.
    • Reasons for Rejection. The candidature of a candidate can be rejected at any time during the process of selection if:-
      • Having detected not meeting any of the above laid down criteria/conditions of educational qualifications, age, submission of wrong information/document in the application or fraudulent certificates etc.
      • Act of in-disciplined activities including copying, cheating, malpractices or data recording during any of the testing procedures.

      (c) Non- completion of Medicals and/ or non-receipt of medical documents prior one week of induction date to the training academy (INA Ezhimala).

      General Instructions and Guidelines

      (a) Candidates should make their arrangement for one day stay including boarding, lodging and conveyance in the city allocated for the Stage II i.e. Preliminary Selection Board.

      (a) Candidates are advised to regularly visit ICG recruitment website https://joinindiancoastguard.cdac.in for latest updates regarding change in examination dates, venues and any other information.

      (a) Due to limited vacancies, Indian Coast Guard reserves the right to fix cut-off marks of the qualifying examination for applying and issue of admit card/call-up letters for Stage-II. No communication will be entertained in this matter.

      (a) Mobile phones or any other electronic device capable of transmitting/capturing any data are not permitted in the exam/selection centres.

      (a) Original certificates should not be attached with the application form during verification of documents. Indian Coast Guard will not take responsibility for loss of original certificates, if attached with application. Candidates are required to bring one set of self-attested copies of all documents/certificates for verification alongwith originals in Stage-II (PSB) and Stage-III (FSB). Original documents shall be returned after verification.

      (a) The candidates are to choose choice of Centre for Stage-II in order of preference. In case of more number of candidates applying for one centre, the centre opted can be changed by ICG view administrative reasons. The revised centre allocation to the candidates will be based on Percentage in Degree/ Graduation (candidate with higher percentage in degree will be accorded priority for their choice of centre).

      (a) The application and the original documents will be further scrutinized for eligibility prior to PSB/ FSB. If any discrepancies are observed in the documents during the PSB/FSB or at later stage, the candidature/enrollment will be cancelled.

      (a) Free boarding & lodging facility only for the duration of FSB will be provided.

      (a) No lodging and boarding facilities are available for candidates appearing for PSB and for medicals post FSB.

      (a) No enquiry will be entertained regarding recruitment/ enrollment after a period of six (06) months from the PSB date.

      (a) Candidates withdrawn on disciplinary grounds from any other service training establishments are not eligible to appear.

      (a) Candidates should not have been arrested, convicted or have pending criminal charges in any court of law. Candidates facing criminal proceedings are debarred from applying in response to this advertisement.
