Recruitment to the posts of Post Graduate Teachers in Group-B, for 50 nos. of Government Higher Secondary Schools and 106 nos. of Upgraded Higher Secondary Schools of the State under the Department of School & Mass Education.

OPSC Recruitment 2024: Post Graduate Teachers

Online applications are invited from the prospective candidates through the proforma application to be made available on the Website of the Commission (http://opsc.gov.in).

The link for registration and submission of online application shall be available from 31.01.2024 to 02.03.2024 (Note: 02.03.2024 is the last date for submission of Registered Online Application) for recruitment to 1375 (One thousand three hundred seventy five) posts of Post Graduate Teachers in Group-B, for 50 nos. of Government Higher Secondary Schools and 106 nos. of Upgraded Higher Secondary Schools of the State under the Department of School & Mass Education carrying the scale of pay at Level-10, Cell-01 of the Pay Matrix under ORSP Rules, 2017 with usual Dearness and other allowances as prescribed by the Government of Odisha from time to time.

The posts are temporary and likely to be made permanent.

Out of the total of 1375 number of posts as mentioned above, 53 posts are reserved for Persons with Disability (whose permanent disability is 40% & more), 41 posts are reserved for Ex-Servicemen and 14 posts are reserved for Sports Persons. Candidates belonging to PWD category, Ex-servicemen & Sports Persons shall be adjusted against the categories to which they belong.

NOTE:

(a) In case of non-availability of eligible/ suitable women candidate(s), the unfilled vacancies shall be filled up by the eligible/suitable male candidate(s) of the same category.

(b) The exchange of reservation between Scheduled Caste & Scheduled Tribe will not be considered.

(c) The number of vacancies to be filled up on the basis of this recruitment is subject to change by Government without notice, depending upon the exigencies of public service at the discretion of the State Government.

AGE: OPSC Recruitment 2024: Post Graduate Teachers

A candidate must not be below the age of 21 (twenty one) years and above 38 (thirty eight) years [for Fresh Candidates] as on the 1st day of January 2023 i.e. he/she must have been born not earlier than 2nd January, 1985 and not later than 1st January, 2002.

The maximum age limit will be 45 (forty five) years for in-service candidates from the feeder cadre (TGT for Government High Schools under the School & Mass Education Department of Odisha) as on the 1st day of January 2023.

Provided that the upper age limit shall be relaxable by 5 (five) years for candidates belonging to the categories of Scheduled Caste, Scheduled Tribe, Socially and Educationally Backward Classes, Women and Ex-Servicemen and by 10 (ten) years for Persons With Disabilities whose permanent disability is 40% (Forty percent) and more.

Persons with Disabilities belonging to SC/ ST/ SEBC categories are eligible for cumulative age relaxation benefit of 15 years.

SAVE AS PROVIDED ABOVE, THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.

Date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board/Council will only be accepted by the Commission.

EDUCATIONAL QUALIFICATION: OPSC Recruitment 2024: Post Graduate Teachers

A candidate must: –

(i) have Master’s Degree in subject concerned from a recognized University with at least 50% marks in aggregate and have possessed two years Post Graduate Master’s Course or integrated six years Post Graduate Master’s Course from Regional College of Education recognized by the NCERT in the concerned subject with minimum 50% marks in aggregate;

(ii) have B.Ed. or equivalent degree recognized by the National Council for Teacher Education, New Delhi as equivalent with B.Ed. from a recognized University.Provided that B.Ed. qualification shall not be the mandatory eligibility criteria for the post of PGT in the subjects where B.Ed, course is not offered.

(iii) Degree or Diploma in Computer Application is desirable qualification subject to production of the certificate in support of above qualification obtained from a recognized University or College or Institution having affiliation to a recognized University.

N.B:- B.Ed. qualification for subjects other than Botany, Chemistry, English, Economics, Geography, History, Hindi, Mathematics, Odia, Physics, Political Science, Sanskrit and Zoology shall not be mandatory eligibility criteria for the post of Post Graduate Teacher.

ΕΧΑΜΙΝATION FEE : OPSC Recruitment 2024: Post Graduate Teachers

No examination fee is required to be paid for applying or appearing in the recruitment as per “Odisha Discontinuance of payment of application and examination fees for recruitment to different Posts and Services in the state Government Rules, 2022.

METHOD OF SELECTION: OPSC Recruitment 2024: Post Graduate Teachers

The competitive examination for recruitment to the posts of Post Graduate Teachers will be conducted in the following successive stages –

i) Written examination (MCQ pattern)

ii) Personality Test and Interview (Viva Voce test)

a) The Written Examination will be of objective (MCQ pattern) in nature and will consist of three papers namely Paper-I, Paper-II & Paper-III.

b) Paper-I shall consist of General English (50 marks) & General Knowledge (50 marks) and shall have 100 questions carrying a total of 100 marks. The duration of Paper-I shall be of two hours.

c) Paper-II shall comprise of questions from the concerned optional subject (Paper-I) with 100 questions carrying 100 marks. The duration of Paper-II shall be of two hours.

d) Paper-III shall comprise of questions from the concerned optional subject (Paper-II) with 100 questions carrying 100 marks. The duration of Paper-III shall be of two hours.

e) There shall be negative marking for wrong answers/ response and for each wrong answer/response, 25% of marks allotted to that particular question shall be deducted.

f) The minimum qualifying marks fixed by the Commission is 33% (thirty three percent) taking together all the 03 papers (Paper – I + Paper – II + Paper – III) irrespective of categories.

g) The candidates, who secure such minimum qualifying marks in the written examination, shall be called to appear, at the Personality Test and Interview carrying 30 marks to be conducted by the Commission.

h) The number of candidates to be called for Personality Test & Interview shall be in order of merit equal to three times of the number of vacancies in the concerned subject/discipline.

Provided that for the vacancies up to 02, ten numbers of candidates and for the vacancies numbering 03 to 05, fifteen numbers of candidates shall be called by the Commission for Personality Test and Interview.

i) The order or merit shall be determined on the basis of aggregate of marks secured by a candidate in Written Examination, Personality Test and Interview taken together. The Commission shall forward to the Government a list of suitable candidates equal to the number of vacancies advertised in order of merit in respect of each subject/discipline.

j) The detailed syllabus is appended herewith as Annexure-A.

NOTE: Any detail relating to this recruitment like cut-off marks, individual marks etc. shall only be declared on the website of the Commission after publication of the final result and select list.

OTHER ELIGIBILITY CONDITIONS: OPSC Recruitment 2024: Post Graduate Teachers

(i) The candidate must be a citizen of India;

(ii) He/she must be able to read, write and speak Odia and have —

a) Passed Middle School Examination with Odia as a language subject; or

b) Passed Matriculation or equivalent examination with Odia as a medium of examination in non-language subject; or

c) Passed in Odia as language subject in the final examination of Class-VII from a school or educational institution recognized by the Government of Odisha or the Central Government; or

d) Passed a test in Odia in Middle English School Standard conducted by the School & Mass Education Department.

(iii) A candidate must be of good mental condition and bodily health and free from any physical defect likely to interfere with the discharge of his duties in the service. A candidate, who after such Medical examination as the Government may prescribe, is not found to satisfy these requirements shall not be appointed to the service.

(iv) A candidate, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;

(v) Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para-3 and 4 of this advertisement. They must inform their respective Head of Offices in Writing regarding submission of their application for this recruitment and obtain ‘No Objection Certificate’,

(vi) If a candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any examination/Viva Voce test, he/she will not be eligible for such recruitment for that specified period/chance(s);

(vii) Only those candidates, who fulfil the requisite qualification & are within the prescribed age limit etc. by the closing date of submission of online application, will be considered eligible;

(viii) Every candidate selected for appointment shall be examined by the Medical Board. A candidate, who does not satisfy the requirement after medical examination, shall not be appointed.

(ix) A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, he/she is required to furnish copy of publication of the changed name in the local leading daily newspaper as well as copy of notification in the Gazette in support of his/her change of name.

IMPORTANT POINTS: OPSC Recruitment 2024: Post Graduate Teachers

(i) Online applications submitted to OPSC if found to be incomplete in any respect are liable to rejection without entertaining any correspondence with the applicants on that score:

(ii) Admission to Written examination/Personality test and Interview will be provisional. If on verification any stage before or after the Written examination/Personality test and Interview, it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final;

(iii) Concessions meant for SEBC/ST/SC by birth are admissible to the Socially & Educationally Backward Classes, Scheduled Tribes and Scheduled Castes of Odisha only;(iv) Community/Caste status once mentioned by the candidates under the appropriate box of the online application form will be treated as final and the same shall not be changed subsequently under any circumstances.

(iv) This advertisement should not be construed as binding on the Government to make appointment;

(v) Any misrepresentation or suppression of information by the candidate in the online application, will result in cancellation of his/her candidature or penalty, as decided by the Commission be imposed on the candidate;

CERTIFICATES/DOCUMENTS TO BE ATTACHED: OPSC Recruitment 2024: Post Graduate Teachers

Candidates those who are called for the Personality Test and Interview (Viva Voce test) will be required to bring the hard copy of online application form along with photocopies and originals of the following documents/certificates for verification on the date of Viva Voce test which will be notified later on in due course, failing which he/she shall not be allowed to appear at the Viva Voce test.

(i) Matriculation certificate in support of declaration of age issued by the concerned Board /Council;

(ii) Bachelor’s Degree Certificate;

(iii) Post-Graduation certificate/Master’s Degree certificate in the subject concerned in respect of educational qualification prescribed;

(iv) B.Ed. certificate;

(v) Mark-sheets in support of all the Examinations (H.S.C, Graduation/+3, Post Graduation & B.Ed.) including fail marks, if any, issued by the concerned Board/Council/University;

(vi) Degree or Diploma certificate in Computer Application in respect of educational qualification prescribed;

NOTE 1:

(a) Candidates who have not been awarded percentage of marks, but only “GRADE MARKS”, should, along with their applications, produce the conversion certificate from the concerned University indicating the actual equivalent percentage of marks and the conversion formula failing which, their applications are liable to be rejected.

(b) While filling up the marks in the online application form, the candidate has to mention the actual marks secured by him/her in each Semester/Annual examination in the H.S.C, Bachelors’ Degree, Master’s Degree & B.Ed. (excluding the marks secured in the Extra Optional paper).

(vii) Four recent passport size photographs (unsigned & unattested) which has been uploaded with, online application form.

(viii) Caste Certificate by birth in support of claim as SEBC/ST/SC whichever applicable.

(ix) Required Odia test pass certificate from the competent Authority;

(x) Permanent Disability Certificate (indicating percentage of permanent disability i.e. 40% and more);

(xi) Ex-Servicemen claiming reservation are required to submit/upload Release Certificate issued as per Orissa Ex-Servicemen (recruitment to State Civil Services and Posts) Rules, 1985 vide G.A. Deptt. Notification No. 22586-Gen., dt. 16.10.1985. Further, Ex-Servicemen candidates must submit an affidavit undertaking that he/she has not been appointed against any civil post after retirement from military service;

(xii) Identity Card of Sports persons issued by the Director of Sports Odisha;

(xiii) Any proof of identity.

NOTE 2:

(i) Candidates claiming to be belonging to SEBC/ST/SC Category of Odisha by birth are required to submit copy of the relevant Caste Certificate as mentioned in their online application form and issued by the competent authority in the prescribed form. Candidates of SEBC category (other than Creamy Layer) must submit copy of Caste Certificate issued by the competent authority within the last three years from the closing date for submission of online application form;

(ii) The SEBC certificate which is more than three years old by the closing date of submission of online application form is liable for rejection.

(iii) Women candidates belonging to SEBC / S * T / S * C Categories are required to submit Caste Certificates by birth showing “daughter of …………. Caste Certificates by virtue of marriage (i.e. showing “wife of ………………….”) will not be accepted.

(iv) O.B.C. CERTIFICATES WILL NOT BE ACCEPTED IN LIEU OF S.E.B.C. CERTIFICATES AND CANDIDATES SUBMITTING O.B.C CERTIFICATES ARE LIABLE FOR REJECTION.

(v) The competent authorities are:- District Magistrate/Collector or Additional District Magistrate or Sub-divisional Magistrate/Sub-Collectors or Executive Magistrates or Revenue Officers, not below the rank of Tahasildar /Additional Tahasildar of Government of Odisha;

NOTE 3: Bachelor’s Degree Certificate, Master’s Degree Certificate, B.Ed. Certificate, Caste Certificate, Odia Test Pass Certificate, Release Certificate of Ex- Servicemen [issued as per Orissa Ex-Servicemen (recruitment to State Civil Services and Posts) Rules, 1985 vide G.A. Deptt. Notification No. 22586-Gen., dt.16.10.1985] and Permanent Disability Certificate of Persons with Disability (indicating percentage of Permanent Disability), Identity Card of Sports pysons etc. must have been issued within the last date fixed for submission/ receipt of online application form.

GROUNDS OF REJECTION OF APPLICATIONS: OPSC Recruitment 2024: Post Graduate Teachers

Applications of candidates will be rejected by the Commission on any of the following grounds-

(a) In-complete online application form.

(b) Non-submission of hard copy of online application form at the time of verification of original documents.

(c) Not coming within age limit as mentioned in Para-3 of Advertisement (Overage relaxation shall not be allowed to PWD candidates having less than 40% disability).

(d) Not having requisite qualification as provided under Para-4 of Advertisement.

(e) Not furnishing copies of certificates/documents as provided under Para-9 of Advertisement.

(f) Not passing Odia Test / not furnishing Odia Test pass evidence as required under Para 7 (ii) of the Advertisement.

(g) Submission of wrong information / false information about qualification / Age / O.T. Pass evidence / Category Status (SEBC/ST/SC/PWD/ Women/ Ex-servicemen/ Sports Persons etc.)

(h) Suppression of facts / information about eligibility, if any.

(i) Any other ground as per the decision of the Commission.

N.B:- APPLICATION / CANDIDATURE OF A CANDIDATE SHALL BE REJECTED AT. ANY STAGE OF RECRUITMENT PROCESS, WHENEVER DISCREPANCY IS NOTICED /DETECTED.

HOW TO APPLY: OPSC Recruitment 2024: Post Graduate Teachers

(a) Candidates must go through the details of this Advertisement available in the Website of OPSC before filling up online application form.

(b) Candidates must apply online through the concerned Website of the OPSC http://opsc.gov.in. Applications received through any other mode would not be accepted and summarily rejected.

(c) The candidates are requested to upload the self attested copies of the documents as per Para-9 of the advertisement.

(d) Before filling up the online application form, the candidates must go through detailed instructions available at OPSC portal.

(e) The online application form is automated and system driven and will guide the candidate seamlessly in filling the application. The requisite options shall be enabled and information shall be asked as per data furnished by the candidate. Before filling up the information, ensure that accurate information is fed, for edit option is limited & on confirmation there is no scope for further edit even if wrongful entry has been made while filling up application.

(f) Candidates are requested to upload the scanned image of latest passport size photograph along with scanned image of his/her full signature and scanned image of Left-hand Thumb Impression (LTI) in the online application form. Uploaded photograph, Specimen (full) signature and LTI must be clearly identifiable / visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.

(g) Candidates should keep at least four copies of latest passport size photograph which is uploaded to the online application form for future use.

(h) On successful submission of the online Registration, a unique “Permanent Public Service Account Number (PPSAN)” will be assigned to the applicant. Candidates are required to take a printout of the finally submitted online Registration/Re-registration and finally submitted Online Application forms and put his/her signature under the declaration for submission to OPSC along with copies of requisite certificate & documents as and when asked.

(i) The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last hour rush.

(j) Certificate of Admission of written examination to the eligible candidates will be uploaded in the Website of the OPSC prior to the date of written examination which will be published in the Website of the Commission and Newspapers. The candidates are required to download their Admission Certificate from the Website of the Commission and produce the same at the Examination centre for admission to the written examination. No separate correspondence will be made on this score.

(k) Notice to candidates for document verification & interview and “Attestation form” & “Bio- data form” shall be uploaded in the website of OPSC prior to the date of Document Verification/Interview.

(l) Any complaint on the conduct of examination must be sent to the Grievance Wing of the Commission by e-Mail ([email protected]) within 07 (Seven) days of completion of the examination.
