Telangana Government 2BHK Scheme

The Telangana State Housing Corporation Ltd. has been operating independently since June 2, 2014, with the mission of fulfilling the government's goal of providing solid houses to all eligible BPL (Below Poverty Line) families.

The Government of Telangana introduced the double bedroom housing scheme in October 2015.

The primary objective is to provide 100% subsidized housing to uplift the living conditions of the economically disadvantaged.

Notably, this scheme does not require any financial contribution from the beneficiaries, making it unique.

In rural areas where earnings are often dependent on seasonal conditions, the 2BHK housing program helps protect families from falling into debt traps, as was common in the past.

Previously, the standard was to provide a 260 square foot house with a single room. The "Double Bedroom Housing" scheme offers two bedrooms, a hall, a kitchen, and two toilets, covering an area of 560 square feet.

In rural areas, an independent house is allotted 125 square yards of plot area, while in urban areas with G++ pattern houses,

the undivided land share is calculated at 36 square yards. Land is provided free of cost in addition to the cost of the dwelling unit.

This scheme is possibly the most generous of its kind in the country. Beneficiaries of this scheme do not need to take loans or make financial contributions,

which is a significant advantage for both rural and urban poor families.

This transition from a credit and subsidy-based scheme to a "fully subsidized scheme" creates valuable economic assets and hygienic living environments for beneficiaries, contributing significantly to individual and community socio-economic growth.

The Housing Department, through District Collectors and GHMC (Greater Hyderabad Municipal Corporation), is currently overseeing the construction of 2.80 lakh houses in the state.

In rural areas, the allocation of houses is as follows: SC/ST: 50%, Minorities: 7%, and the remaining 43% for others. In urban areas: SC: 17%, ST: 6%, Minorities: 12%, and the remaining 65% for others.

The selection of villages for 2BHK coverage is carried out by District-level committees based on government guidelines.

Beneficiary selection is conducted as per specific government orders, with applications collected during Gram Sabha meetings.

The selection process involves preliminary scrutiny, thorough verification by Tahsildars, approval by Gram Sabhas, and final approval by the District Collector.

To support the construction of these houses, the government has implemented various initiatives, including the provision of cement at a reduced rate,

exemption of basic cost and seigniorage on sand, reduced EMD (Earnest Money Deposit) amount, reduced FSD (Facility Security Deposit),

adjustments in contractor bid capacity, registration of private builders, toilet construction under Swachh Bharat, supply of fly ash, and reduced defective liability periods.

These initiatives aim to streamline the construction process and make housing more accessible and affordable for the target beneficiaries.
