Applications are invited from interested and eligible candidates through online ‘Ph.D. Admission’ portal at the website (https://www.admissionweb.in) for admission in Ph.D. Programme, 2024-25 of the University of Gour Banga in various disciplines in compliance with the UGC (Minimum Standards and Procedure for Award of Ph.D. Degrees) Regulations, 2022 and the Ordinances, Regulations and Guidelines of the University and amendments thereto from time to time and that of the Department of Higher Education, Govt. of West Bengal for Ph.D. Programme that are available from time to time.

The validity of the application is subject to successful uploading of required documents and no change is allowed after final submission of online application.

Only completed online applications will be considered. No application will be considered without payment of the Application Fee.

APPLICATION PROCEDURE: University of Gour Banga Admission PhD Program 2024

1. The Submission of Application Form in Online mode:

(i) The candidates will fill up the application form only through online portal. Online application will be available on Website (https://www.admissionweb.in) on and from 23.12.2024 (10:00 AM) to 01.01.2025 (Midnight).

(ii) To submit the Online Application Form, eligible candidates shall visit the online portal (https://www.admissionweb.in) and get themselves registered first by putting an active mobile number and Madhyamik/ Secondary Registration Number or UID with year of pass out. A unique USER ID and PASSWORD will be generated automatically, and the candidate may proceed for further procedure. ABC ID is required to fill the application form in the web-portal. The USER ID and PASSWORD must be kept safe as they will be required during the entire process of admission. The given Mobile Number and an Email ID of the candidate must be kept active all time as they will be required for communication during the entire process of admission.

(iii) Candidates are requested to fill the Online Application Form carefully. The Name of the candidate and the parents shall be spelt correctly in the application as it appears in the Certificates/ Marksheets/ Identity proof. Any change/ alteration found may disqualify the candidature. The candidates are required to read the instructions carefully and furnish correct and authentic information. In case the information furnished at any stage of the application and admission process is found to be false or incorrect or if there is any discrepancy or mismatch between the information furnished by the candidate at the relevant section and the certificates/documents produced at the time of admission/ verification, the provisional admission offered to the candidate shall stand cancelled with immediate effect without assigning any further reason and the candidate shall stand disqualified.

(iv) If a candidate has filled-in more than one online application form for a single subject, the candidate’s last online application form only will be considered.

(v) After filling in the form with required information and uploading the necessary documents, the applicant can download the completed application form by signing in using the USER ID and password.

At the time of filling up the online application form, a candidate must upload:

i. Birth Certificate / Admit of Madhyamik Parikha (MP)/ 10th or equivalent examination for verification of age,

ii. Mark sheet of Madhyamik Parikha (MP)/10th or equivalent examinations

iii. Mark sheet of Higher Secondary examination/ equivalent examination

iv. Mark sheet of Under Graduate examination/ equivalent examination

v. Mark sheet of Post Graduate Degree / equivalent examination,

vi. Recent coloured passport size photograph,

vii. Signature,

viii. Certificate for SC/ST/OBC/PWD/EWS, if applicable,

ix. NET/SET/SLET/GATE/JRF/M.Phil. with course work certificate, if any

x. No Objection Certificate from Employer, wherever applicable,

xi. M.Phil. Mark sheet wherever applicable. Production of false and fabricated documents is subjected to cancellation of candidature at any stage of this process, even after admission.

xii. Students are required to submit full marks and obtained marks only in different exams.

3. Incomplete / inappropriate filled in applications will be summarily rejected.

4. In service candidates have to upload NOC from the competent authority for Ph.D. programme.

5. The University reserves the right not to fill up some or all of the seats, as declared in the advertisement, in case suitable candidates are not found during the time of Interview.

6. All of the important dates pertinent to the admission of Ph.D. programme will be notified in the University website from time to time. Candidates have to visit website (https://www.admissionweb.in) for (i) Vacancy statement, (ii) Syllabus for the Entrance Test, (iii) Date, time, modality and venue of the test and Interview (iv) Date of publication of the result, date of admission and requisite fees etc.

Eligibility Criteria: University of Gour Banga Admission PhD Program 2024

The eligibility criteria for admission to Ph.D. programme is as follows:

(i) Candidates holding a Master’s Degree or a degree considered to be equivalent to the Master’s Degree in the subject concerned or allied subjects, with at least 55% marks in aggregate or its equivalent grade ‘B’ in the UGC-7 point scale (or an equivalent grade in a point scale wherever grading system is followed) or an equivalent degree from a foreign educational institution accredited by an Assessment and Accreditation Agency which is approved, recognized or authorised by an authority, established or incorporated under a law in its home country or any other statutory authority in that country for the purpose of assessing, accrediting or assuring quality and standards of educational institutions, may apply for the admission to the Ph.D. Programme. This is to note that the required qualification of the candidates could be considered up to the last date of closing application date, no new request regarding upgradation in qualification (particularly NET/SET/M.Phil.) after that date will not be entertained.

(ii) A relaxation of 5% of marks, from 55% to 50% or equivalent relaxation of grade may be allowed for those belonging to SC/ST/OBC-A/OBC-B/PWD (differently abled) and other categories of candidates as per the decision of the UGC and Department of Higher Education, Govt. of West Bengal from time to time or for those who had obtained their Master’s degree prior to 19th September, 1991. The eligibility marks of 55% (or an equivalent grade) and the relaxation of 5% to the categories mentioned above are permissible based only on the qualifying marks without including the grace mark procedure.

Reservation of Seats for SC/ST/OBC-A/OBC-B/EWS/PWD

i. The reservation policies of West Bengal State Higher Education Institutions (Reservation in Admission) Act, 2013 and West Bengal State Higher Education Institutions (Reservation in Admission) Act, 2014 will be followed for admission in reserved seats for SC/ST/OBC-A/OBC-B/EWS/PWD along with any extent orders as applicable at the time of admission. Candidates claiming such seats must submit relevant Certificate issued by the competent Authorities.

ii. The certificate is to be produced during interview, admission etc. If the certificate is then found to be invalid, the candidate will lose the opportunity of admission in reserve category and will be treated as General category.

iii. For admission to different courses, an SC or ST candidate getting admission should have obtained in the previous examination; qualifying marks not lower by more than 25% of the marks obtained by the last candidate of the general category. In case of OBC-A and OBC-B the candidates getting admission should have obtained in the previous examination, qualifying marks not lower by more than 10% from the marks obtained by the last candidate of the general category. In any case, if a candidate obtains marks lower than the minimum qualifying marks prescribed by the University / Appropriate Authority for admission to the relevant course, he will not be eligible for admission;

iv. Seats reserved for the Scheduled Caste candidates and remaining unfilled even after following the instructions laid down in the previous clauses of the rules may be filled up by the Scheduled Tribe candidates and vice versa. Likewise, seats reserved for the Other Backward Classes, Category-A and remaining unfilled even after following the instructions laid down in the previous clauses of the rules may be filled up by the Other Backward Class, Category-B candidates and vice versa. If after this exercise, reserved seats still remain unfilled due to non-availability of reserved category candidates, such seats shall be taken up for de-reservation in such manner as per the rule of the GoWB.

Reservation of seats for PWD candidates

(i) According to Section 2(r) of the RPWD Act, 2016, “persons with benchmark disabilities” means a person with not less than forty percent (40%) of a specified disability where specified disability has not been defined in measurable terms and includes a person with disability where specified disability has been defined in measurable terms, as certified by the certifying authority.

(ii) Accordingly, reservation in PWD seats will be available for the following types of disabilities, percentage of disability being not less than 40%.

  1. Locomotor disability as specified in the Schedule of RPWD Act, 2016.
  2. Visual impairment as specified in the Schedule of RPWD Act, 2016.
  3. Hearing impairment as specified in the Schedule of RPWD Act, 2016.
  4. Speech & language disability as specified in the Schedule of RPWD Act,2016
  5. Intellectual disabilities as specified in the Schedule of RPWD Act, 2016
  6. Mental illness.
  7. Disabilities caused due to chronic neurological conditions and blood disorder.
  8. Multiple disabilities including deaf-blindness.

(iii) PWD certificates are to be issued by any of the authorities as given in the Order No. 289-HF/O/PHP/IR-05/2017 dated 29.08.2018 by the Government of West Bengal, Health & Family Welfare Department (PHP Branch).

Competent Authorities for the issuance of SC/ST Certificate for WB domicile candidates claiming under such reserve category of seats SC/ST Certificates are to be issued by any of the following authorities:

(i) Sub-Divisional Officers for all districts except Kolkata District Welfare Officer, Kolkata & Ex-Officio Joint Director, B.C.W. Dept. in case of Kolkata Municipal Area [as defined in clause (9) of Section 2 of K.M.C Act, 1980]

Competent Authorities for issuance of EWS Certificate for WB domicile candidates claiming under such reserved category of seats and others.

As per Office Memorandum No. 325-PAR(AR)/3P-1/2019 dated 09th July 2019 issued by the Personnel & Administrative Reforms Department (Administrative Reforms Cell), Govt. of West Bengal read with Memorandum No. 959-BCW/MR-52/2019 dated 18th May 2023 issued by Backward Classes Welfare Department, Govt. of West Bengal, EWS Certificates are to be issued by any of the following authorities:

(i) District Magistrate/ Additional District Magistrate

(ii) Sub-Divisional Officers

(iii) District Welfare Officer, Kolkata and Ex-officio JD, BCW & TD in respect of Kolkata covering the jurisdiction of the Kolkata Municipal Corporation.

N.B. For eligibility and other details, please follow the Memorandums mentioned above.

12. Competent Authorities for the issuance of OBC-A (Non-Creamy Layer) / OBC-B (Non-Creamy Layer Certificate for candidates claiming under such reserve category of seats: As per Notification vide No. 374(71)-TW/EC/MR-103/94 dated 27/7/1994, read with Memorandum No. 1204-SBCW/MR-67/10 dated 27/7/2015 issued by Backward Classes Welfare Department. Govt. of W.B., the Sub Divisional Officer of a Sub-Division in a District is the certificate issuing authority. In Kolkata such certificate is issued by such an officer as the State Government by modification authorizes. Accordingly, the District Welfare Officer, Kolkata, and Ex-officio Joint Director, BCW Dept. has been notified to act as the certificate issuing authority in respect of Kolkata covering the jurisdiction of the Kolkata Municipal Corporation.

Duration of the Ph.D. Programme:

(i) Ph.D. programme shall be for a minimum duration of three years, including course work and a maximum of six years.

(ii) Extension beyond the above limits will be governed by the relevant clauses as stipulated in the Statute/Ordinance/Regulations of the University.

(iii) The women candidates and Differently Abled candidate (more than 40% disability) may be allowed a relaxation of two years for Ph.D. in the maximum duration. In addition, the women candidates may be provided Maternity Leave/Child Care Leave once in the entire duration of Ph.D. Programme for up to 240 days.

Procedure for Selection: University of Gour Banga Admission PhD Program 2024-2025

(i) Research Proposal: All applicants are required to bring a research proposal within 2000 words during the time of Interview.

(ii) Entrance Test: To get admission to the Ph.D. program, candidates must appearin an entrance test consisting of two papers: Paper I (General Paper on Teaching & Research Aptitude) and Paper II (Concerned Subjects). Each paper will be consisting of 100 marks, with 50 multiple-choice questions (MCQs), each carrying 2 marks. The syllabus for the entrance test will align with the recent guidelines set by UGC-NET/ CSIR-NET/ SET/ SLET/ GATE. The evaluation of Paper II will only be conducted for those candidates who achieve the qualifying marks in Paper I. The qualifying marks for the entrance test are 50% for unreserved candidates and 45% for SC/ST/OBC-A/OBC-B/EWS/PWD (differently-abled) candidates.

(iii) Exemption from Entrance Test: Candidates who have a regular M. Phil. Degree with course work or have qualified in the UGC-NET (including JRF)/CSIR-NET (including JRF)/SET/SLET/GATE or teacher fellowship shall be exempted from appearing at the Entrance Test for admission to the Ph.D. Programme wherever applicable. However, they shall have to appear at the Interview.

(iv) Interview: After qualifying in the Entrance Test or getting exemption from it, each candidate shall have to appear at Interview to be conducted by the concerned Department of the University for the Selection of candidates for admission to Ph.D. programme.

(v) Provisional Admission: Admission will be provisionally completed after manual verification of the relevant documents, academic credentials by the registrar section or by the respective department. At the time of their provisional admission and will be required to enroll on payment of a non-refundable fee, determined by the University.

(vi) In case the information furnished at any stage of the application and admission process is found to be false or incorrect or if there is any discrepancy or mismatch between the information furnished at the relevant section and the certificates/documents produced at the time of admission/verification, the provisional admission offered to the candidate shall stand cancelled with immediate effect without assigning any further reason.

15. Visually disabled and such Physically Challenged Candidates who are unable to write by himself/herself may request the Controller of Examinations to provide/permit them the services of a Scribe at least one week before the date of Examination. In that case, however, he/she must get the credentials of the scribe verified by the Controller of Examinations one week before the date of the examination.
