NOTIFICATION

Sub: Engagement of Act Apprentices under the Apprentices Act, 1961, in Rail Wheel

Factory (RWF), for the year 2022-23.

Applications are invited from eligible candidates for engagement as Apprentices under the Apprentices Act, 1961 in the under mentioned designated trades for the year 2022-23 in this Factory.

The requirement given below is tentative and this administration reserves the right to modify them:-

Note:- 1. Reservation and age relaxation for various categories/communities is as per the Govt of

India Rules for the purpose and as revised by the Railway Board from time to time.

2. As per the Act, it is not obligatory on the part of the Railways to offer any employment to the Apprentices on completion of their Apprenticeship training. Accordingly, the Act- Apprentices imparted training in Railway establishments, will have no claim to seek employment on Railways on the basis of such training.

ELIGIBILITY CONDITIONS :-

2.1

Age limit as on 21.01.2023

The candidate should have completed 15 years of age and should not have completed 24 years as on 21.01.2023, which is the cutoff date for receiving applications. The upper age limit is relaxable by 5 years in case of SC/ST candidates and 03 years in case of OBC candidates as per extant instructions of Railway Board and as amended from to time. The candidates who want to avail the benefit of reservation of SC/ST, must produce his/her caste certificate on Govt. of India format issued by appropriate authority as per Annexure-B. Similarly, the candidates who want to avail the benefit of reservation of OBC, must produce caste certificate and Non-Creamy Layer Certificate issued on or after 01.07.2022 on Govt. of India format by appropriate authority as per Annexure-C.

2.2 Minimum Educational Qualification & Training Period:-

The candidates willing to undergo training under the Apprentices Act, 1961, in this Factory, must have passed 10″ class examination or its equivalent with minimum 50% (aggregate) marks, from recognized Boards, as on the date of issue of Notification and also possess National Trade Certificate (NTC) in the designated trade in which this administration is imparting training, issued by National Council for Vocational Training (NCVT).

The training in the designated trades of Fitter, Machinist Mechanic Motor Vehicle, Turner, Electrician and Electronic Mechanic will be for a period of one year. Whereas the period of training for COE Group (CNC Programming-cum-Operator), is for a period of six months. Training will be arranged in accordance with the standards and syllabus prescribed by the Central Apprenticeship Council.

2.3

Engagement of Act Apprentices:-

i) The candidates who have registered their names with the local Employment Exchanges are only eligible to apply. The registration should be current and valid as on the date of issue of this Notification. However, preference will be given to those candidates who have registered in Employment Exchanges within the jurisdiction of State of Karnataka. The applications of other candidates who have registered in the local employment exchanges in their respective states will be considered subject to availability of unfilled slots (except those coming under the provision of para (ii) below).

ii) Wards of Serving Railway employees all over the Indian Railways are also eligible to apply to undergo the above Apprenticeship training in various designated trades in this Factory, subject to fulfilling the educational/technical qualifications indicated in the Notification. Serving Railway employees should ensure that the applications of their wards are sent to this Office through their respective Controlling Officials, in the prescribed proforma as per Annexure-D. Such applications should invariably be forwarded by a Gazetted Officer only under whose control the Serving Railway Employee is working. However, registration of the names of their wards with Employment Exchanges in their respective jurisdiction of the State Employment Exchanges in which they are residing is not necessary.

2.4 Rate of Stipend :-

During their period of apprenticeship training in this Factory, the candidates undergoing training in the trades of Fitter, Machinist, Mechanic (Motor Vehicle). Turner, Electrician. Electronic Mechanic will be paid a stipend of Rs.12,261/- per month, while for CNC Programming-cum-Operator, a stipend of Rs.10,899/- per month, will be paid as per extant rules amended from time to time.

How to apply:-

a) Candidates are required to read the instructions indicated in the Notification thoroughly before submitting their applications.

b) Application Format as per Annexure-A and all other Annexures-B, C, D & E can be downloaded from the official website of Rail Wheel Factory www.rwf.indianrailways.gov.in

e) No other format of applications, other than the one enclosed to this Notification, shall be entertained.

d) Candidates should note and take cognizance of the fact that this is a Notification for engagement of Act Apprentices under the Apprentices’ Act, 1961, for this Factory and Rail Wheel Factory Administration is the nodal agency for processing of applications from candidates and preparation of their merit list.

e) Candidates should ensure that their Name, Father’s/Mother’s name/Guardian’s name, their Date of Birth, in the application forms submitted by them should exactly match as recorded in their Matriculation or equivalent certificates and other certificates including Aadhaar certificates submitted by them. Any deviation found during document verification will lead to cancellation of their candidature and also their debarment from undergoing training in this Factory.

1) An Ex-servicemen candidate selected under the reservation provided for him/her will be placed in the appropriate category viz., UR/SC/ST/OBC to which he/she belongs. In case of children of Ex-servicemen, they must produce discharge certificate of his/her parents at the time of document verification.

g) A recent colour pass port size photograph should be affixed on the application form duly signed/attested by the candidate.

3.1

Payment of Fees :-

The candidates are required to enclose an Indian Postal Order/Demand Draft from any Nationalised Bank of Rs.100/- as processing fee, drawn in favour of “Principal Financial Adviser/Rail Wheel Factory,’ along with application form, which is not refundable. No fee is required to be paid by SC/ST/Physically handicapped/Women candidates. Applications not accompanied with processing fee, wherever required, will be summarily rejected. Candidates may please note that these instruments should not have been issued earlier to the date of issue of this Notification.

Self attested photocopies of the certificates to be enclosed along with the application:-

a) 10 Std/Matriculation or its equivalent marks certificate with at least 50% of marks, with Date of Birth as proof of age.

b) National Trade certificate (NTC) in the designated trade in which this Administration is imparting training, which is issued by the National Council for Vocational Training (NCVT), will be accepted. Please note that mere completion of a course is not sufficient.

e) Copy of the caste certificates in case of SC/ST candidates in the prescribed proforma Annexure-B and /OBC candidates in the prescribed proforma Annexure-C.

d) Physically Handicapped/Disability certificate duly issued by the competent medical board.

e) Two identical passport size photographs duly self attested and firmly stiched in separate cover to the application form (apart from one copy pasted on the application form).

f) Discharge certificate/serving certificate for wards of Ex-Servicemen/for serving Railway employee respectively (as the case may be).

g) Employment Registration card, registered in Employment Exchanges within the State of Karnataka for candidates belonging to State of Karnataka and respective local employment exchanges of candidates belonging to other states, with renewal being current. (This is applicable to candidates other than wards of Serving Railway Employees).

h) Wards of serving Railway employees should produce certificate issued by the respective controlling officers where their parents are working in the prescribed proforma Annexure-D.

Note: Please note that all copies should be self attested and Original Certificates should not be enclosed along with the application form.

3.3 Last Date :-

Application (Annexure-A) duly filled-in all respects can either be dropped in the sealed Drop Box kept in the Office of the Principal Chief Personnel Officer, Personnel Department, Rail Wheel Factory, Yelahanka, Bangalore-560064 on all the working days i.e, from Monday to Friday between 09:00 hrs to 16:50 hrs. and Saturday between 09:00 hrs. to 12:20 hrs. or sent by REGISTERED POST only to the below mentioned address duly superscribing on the cover as “Application for undergoing training under the Apprentices’ Act, 1961 for the year 2022-23 in Rail Wheel Factory” with the enclosures in Annexures. Applications should be submitted to this office before 17:00 hrs. of the closing date i.e., 20.02.2023 addressing to,
