One Nation One Election Bill

One proposal under consideration by the Indian government is One Nation, One Election. It is a proposal to synchronize all elections in the country on a single day or within a specific timeframe. One of its most notable proposals is to hold simultaneous elections to the Lok Sabha and state assemblies in 28 states and 8 union territories.

Since independence, several general elections were held simultaneously with state assembly elections until 1967. This was disrupted by the premature dissolution of some Rajya Sabha seats in 1968 and 1969, when the simultaneous elections were held.

Narendra Modi, since his time as the Chief Minister of Gujarat, has been supporting simultaneous elections. He said that it would reduce wastage of public money, and ensure smooth flow of development work.

Nepal has held simultaneous elections at all 3 levels of government (parliamentary, provincial and local) since the adoption of its new constitution in 2015. Nepal, Sweden, Belgium, and the EU hold simultaneous parliamentary and provincial elections.

The Law Commission of India released its draft report in August 2018 on holding all direct elections in the country simultaneously (from Panchayat to Lok Sabha) within a specified period of one year.

The Commission stated the advantages of holding elections simultaneously, saying that it would save public money, reduce the burden on administrative setup and security forces, ensure timely implementation of government policies, and direct administrative attention to development activities rather than electioneering.

West Bengal Chief Minister Mamata Banerjee Reaction

Mamata Banerjee calls One Nation, One Election bill authoritarian, accuses Centre of neglecting concerns.

Mamata Banerjee on Thursday strongly criticised the Union Cabinet’s approval of the bill, accusing the BJP-led Centre of ignoring concerns raised by the opposition and constitutional experts.

Bengal Chief Minister Mamata Banerjee has termed the bill as an “autocratic” attempt to weaken the federal structure of Indian democracy and vowed that Trinamool Congress MPs will strongly oppose it in Parliament.

“The Union Cabinet has bulldozed their way through with the unconstitutional and anti-federal One Nation, One Election Bill, ignoring every legitimate concern raised by experts and opposition leaders,” Mamata wrote on X.

Current Election Expenditures

Lok Sabha Elections 2024:

The 2024 general elections incurred an estimated expenditure of approximately ₹1.35 lakh crore.

State Assembly Elections: Estimates suggest that conducting elections across all states every five years costs between ₹4,150 crore to ₹5,500 crore in total.

The Kovind-led panel estimates that ONOE could boost India’s real GDP growth by 1.5%, translating to an addition of approximately ₹4.5 lakh crore to the economy.

A study suggests that the total expenditure on all elections, from Lok Sabha to local bodies, could be around ₹10 lakh crore. Implementing ONOE might reduce this expenditure by ₹3-5 lakh crore
